-3-
/ 4. It is reconenended that all future water quality data should include the
~ following information:
a. Sample date and analysis date;
~° h b. Field parameters of flow, pH, temperature and electrical
g,i~ ) conductivity (EC);
\e? c. Information describing instruments used to collect the field
`~'~~ parameters; and,
a~` d. All analyses sent to a lab for more detailed evaluation should
,F`.;`~ be analyzed for the specific required parameters, and for pH and EC
~`, to verify the field data.
~'~~ 5. The channel cross sections provided with the application are helpful;
y+~' however, they are not of sufficient detail to define the actual channel
• ~'~",,i configuration of Engleville Gulch. Such information is required to
~~'"\S` establish premining channel morphometry and projected flood plain
\' p~:
w ~~,~ configurations. Accurate cross sections are also needed to evaluate
~- G the adequacy of the channel reclamation plan and to help locate mine
~ structures at a safe distance from the channel.
~ 6. Cross section C, of Exhibit DD indicates two channels, though Map AA
~•r shows only one channel. Does this reflect the existence of the "ol~ n ~
r ^\h, and "new" channels shown on Map 6? ~ ~ ~,(. ~~ ,~~ ISM/,~~~~
~~2°' 2.04.7(4) - Alternative Water Supply 6~~}"~~~as~
`' 1. This rule requires that current users of surface water in the area of
~~~~;:.(~~S` ,• the mine must be defined. The maps indicate a diversion labeled the
A"~ ~~~~ ':. a.. Montoya Diversion. The applicant should specifically discuss all surface
~-,G~ ~`~~,`~~ water users in the area. Refer also to Rule 2.05.6(3)(ii) pertaining to
'\~~+\~_`, the protection of local water user rights.
b;~~ ~~ 2.04.8 - Climatological Information
S .~ 1. The precipitation values provided in this section appear to underestimate
,~. '~~ the values projected within the publication "Peak Flows in Colorado".
,~, Based on figure S-7 of that publication, the values for the 10 year,
"~~•+ 25 year and 100 year, 24 hour precipitation events should be 3.2 inches,
. \ 3.6 inches and 4.4 inches, respectively. It is my understanding that
,~~ we previously accepted these values as part of the Applied Hydrology
` ~, Associates product; therefore, it may be difficult to request revised
calculations.
2.05.2 - Operations Plan
1. The mining plan and associated maps must be more clearly defined. The
~~,• application indicates both a two phase plan and a three phase plan.
~ The three phase plan indicates that the Engleville Gulch will be mined.
Av If the gulch is mined, the operator must provide:
,~~~~" a. A specific plan regarding channel diversion which complies with
Rule 4.05.4;
