Ccztn~ l~r ,'. ~. •.c,.u~~.~ r
b. Plans which clearly address sediment control (Rule 4.05.2(1),
Rule 4.05.5 and Rule 4.05.6). The mine plan must provide for
adequate sediment control during mining, and it must address the
timing of sediment pond removal such that compliance with
~rC'v, Rule 4.05.6(9) is ensured;
,; _rp%l~
?'~'`~~~
~ c. The design of the diversion and reclaimed channel must be adequate
to ensure that upstream or downstream structures such as the
county road bridge are not jeopardized by channel aggradation or
~~• degradation. (Note: Is the proposed Gulch phase within 100 feet
~
;~a of the county road right of way?)
2. Only one haul road is shown on the Exhibit P Map. How will the operator
access Phase 2 (east side of gulch)? Any road crossing the Gulch must
~.•~ ~~ be designed and constructed in compliance with Rule 4.03.1(2) and
~~•~
nsc~ ` Rule 4.03.1(4).
3. It is recommended that the operator not place fixed structures, or
topsoil storage piles within the anticipated 10 year, 24 hour floodplain
of Engleville Gulch. The floodplain should be defined and avoided to
,QSlr• minimiie the potential for unnecessary property loss or enforcement
' mom"-`~ actions that may result if flood flows cause the failure of sediment
control facilities, or the destruction of topsoil storage piles.
2.05.3(1) and 2.05.3(2) -
ro uction et o s an quipment/Operation Description
,~1. The applicant must provide more specific details regarding the drainage
~,•`~ control system associated with the site roads (Rule 2.05.3(c)(i)). The
`~,! plan must detail the design of each anticipated culvert and ditch.
2. The second full paragraph on Page 5 of this section states "Likewise all
water generated within the pit areas will be channeled into the sediment
~'~ pond". This wording should be revised to indicate that all disturbed
"J~`' area drainage will be routed through the sediment control system, as
required by Rule 4.05.2(1) and Rule 4.05.2(4).
~ 3. The paragraph referenced above proposes that the sediment pond will
,~ become a permanent feature after reclamation. If the pond is to be
.~~; •,; '.. retained as a permanent impoundment, the applicant must provide adequate
data and information to ensure that the findings required by
'\`r-;(- `.~::~~t4, Rule 4.05.9(1) can be made.
~;'`nc~;~~o:~ 2.OT 5.3(3
~.•
S~
- Mine Facilities
~S,>r'$ 1'• 1. Paragraph 1 of this section indicates that an access road will be
~fi\`. ~.~ {, constructed to the pond. No such road is shown on the Exhibit P Map.
~~~ .~ ~"t~.~,.'
