PETER O'CONNOR <br />June 10, 1986 <br />Page 6 <br />Soil Conservation Service, again BLUE FLAME COAL MINE submits a request for a <br />negative determination for non-designated land with the permit application es- <br />tablishing canpliance with 2.04.12(2). <br />2.05.2 OPERATION PLAN (ESTIMATED AREA) FOR LIFE OF OPERATIONS <br />{1) Be advised that the Mine Plan Map accurately portrays mine development <br />and reflects the current status of the underground ~.vvrkings. The mining equipment <br />to be used include the following: The standarrl type coal cutting machine, a ioy <br />loading machine, both of which are electrically powered. After cutting the seam, <br />the coal will be drilled and blasted. The coal will then be loaded via the joy <br />loader onto a 2 1/2 ton chattle car which will transport the coal to the mine sur- <br />face. Once on the surface, the coal will beoff-loaded onto a shaker conveyor <br />which in turn separates the coal in relation to its size. The surface mounted <br />ventilation equipment is electrically operated. The electric motor operates on <br />220 volts of electricity and generates 1.5 horsepower. This motor powers a blade <br />type fan via a fanbelt and facilitates ventilation of the underground mine workings. <br />BLUE FLAME COAL MINE has calculated the approximate flow of air produced by this <br />fan to be betc~een 10,000 and 12,000 cubic feet per minute. The exact amount of flow <br />will tie determined once the fan is in operation and the flow can be metered with the <br />appropriate equipment. The production method BLUE FLAME COAL MINE will utilize is <br />the roan and pillar method, otherwise known as "shortwall mining". <br />(2) BLUE FLAME COAL MINE has submitted a map of the location of the area pro- <br />posed to be mined during the five (5) year life of the permit and for any future <br />anticipated five (5) year term. `lou will notice on the Mine Plan View Map, (Map #3) <br />I have included the proposed mining sections in dashed lines, to comply with the <br />rules and regulations, I have included the previous mine workings on this Map. They <br />are portrayed by solid lines. The map shows three (3) proposed sections of which <br />only one (1) section will be mined at any given time. The sections will be developed <br />in an Fast to West direction and upon cortg~letion of that section, mining operations <br />will move Southerly to section number 2 and continue again in an East to West direc- <br />tion. This is true for the Southern most proposed new mining section. FLUE FLAME <br />COAL MINE will not actively mine the existing workings at this time. They will be <br />used, however, to facilitate movement of equipment within the mine and provide the <br />appropriate ventilation avenues. Therefore, be advised that the proposed location <br />of mining during this five (5) year permit is portrayed by the dashed lines that <br />depict the roans to be developed. <br />2.05.3 OPERATION PLAN - PERMIT AREA <br />(1) All existing and proposed structures within the permit area are depicted <br />within the Mine Surface and Hydrology Map. An inventory of these structures fol- <br />lows: <br />(A) The proposed settling pond and spillway. See 2.04.7 Hydrology Des- <br />cription for a physical description of the proposed settling pond and <br />emergency spillway. <br />
