<br />p. 6 <br />2.05.4 Reclamation Plan <br />1. The applicant needs to provide appropriate cross-sections of the <br />anticipated final surface configuration of the permit area. <br />2. The applicant needs to discuss whether rough backfilling and grading <br />shall follow coal removal by not more than 60 days or 1500 linear feet. <br />(4.17.0) If the applicant can not meet these restrictions, the applicant <br />should provide a detailed written analysis (per 2.05.4(z)(c))which delineates <br />why additional time is necessary. <br />~ 3. At this time, a detailed analysis of the applicant's proposed seed <br />mix is not possible due to the lack of baseline information with which to <br />evaluate the mix. In general, it is noted Chat the applicant should remove <br />alfalfa (M d, a n sa and Sunflower (Helianthus nnu from the <br />seed mix, as these species tend to dominate in revegetated communities. <br />4. The applicant has committed to establishing three reference areas. The <br />staff recommends that the applicant first determine from the baseline sampling <br />information the communities which will be disturbed and then commit to <br />determining the number, placement, and sampling of appropriate reference <br />areas. <br />5. The applicant must provide the Division with a plan for the handling of <br />overburden as soon as possible after the overburden analyses have been <br />conducted. <br />2.05.5 Post-Mining Land Use <br />1. The pre-mining land use for the mine site was described to be highland <br />agriculture. The proposed post-mining land use is rangeland/wildlife <br />habitat. This appears to be a change in the land use by the applicant. <br />As such, the applicant needs to provide the Division with a discussion <br />(per 4.16.3) which addresses the compatibility of the post-mining land <br />use with existing land uses, policies, and plans, and the need for rezoning <br />or other changes required by local, state, or Federal land management <br />
