<br />-4- <br /> <br />2.04.7(2) Paragraph one should indicate the 10-year 7-day low flow <br />rates of the Animas River and included in Figure 4-3. <br />Please indicate the date the AHR is to be submitted to the <br />Division. <br />2.04.7(3) An update of the Colorado State Engineer's water well <br />locations and table should be accomplished. <br />2.04.10 On page 4-16 there is a reference to quantitatively <br />describing the mountain shrub and Pinyon-Juniper <br />communities occurring within the permit area. Although <br />this has been apparently accomplished, there is no <br />reference as to where the data is or when it was <br />accomplished. <br />On page 4-17(2) the narrative describing the difficulty of <br />using reference areas needs to be substantially <br />expanded/justified to explain what success standards will <br />be utilized over the majority of the permit area. <br />Otherwise, some reasonable success standards need to be <br />established. Additionally, based on crop subsidiaries or <br />other Department of Agriculture programs, are there any <br />conservation compliance measures for crop residue? The <br />operator may wish to leave a certain amount of residue on <br />the surface of the soil. If so, this information should <br />be provided. <br />4-18(5) The rare and endangered plant species letter needs <br />to be updated. <br />2.04.11 The rare and endangered fish and wildlife information must <br />be updated from either the Department of Wildlife or the <br />U.S. Fish and Wildlife Service. <br />
