~. <br />-lo- <br />816.111 Revegetation: General Requirements <br />The applicant proposes to establish on all lands to be affected by mining, <br />except water areas, and surface areas of approved roads, an effective and <br />permanent vegetative cover of the same seasonal variety of species that <br />existed prior to disturbance. Energy Fuels also plans to revegetate all <br />disturbed lands in a wanner that assures a prompt vegetative covet, capable of <br />stablizing the soil surface from erosion and recovery of premining <br />productivity levels. <br />The applicant states, "No irrigator is planned for areas to be seeded or <br />mulched, with the exception of some sporadic watering of trees transplanted <br />during the summer months when the plants are in full leaf and subject to <br />considerable stress" (V. 2, pp 780-135). <br />Noxious plants and pests will be controlled using methodologies suggested by <br />the Colorado State University Extension Series. All herbicides and pesticides <br />to be used will be approved by the regulatory authority prior to use (V. 2, pp <br />780-136). <br />The applicant states, "to assure that the reapplied topsoil will support the <br />proposed postmining land uses, a soil sampling program shall be implemented." <br />Details of the applicant's program are described in Volume 2, page 780-138. <br />Energy Fuels states that their planting and seeding techniques described in <br />Volume 2, pages 780-128, will apply to all areas within the permit area, <br />regardless of postmining land use. <br />816.112 Revegetation: Use of Introduced Species <br />The applicant's proposed mining and reclamation plan includes the use of <br />Sntroduced species. Energy Fuels cropland and pasture land seed mixtures <br />contain introduced species (Tables V, VI). Withholding introduced species <br />from the cropland and pasture land seed mixtures would result in a change of <br />the current land use (V. 3 pp. 816-143 (a)). The applicant's rangeland seed <br />mixture (Table VII) also contains introduced species. The company has <br />documented the introduced species in these mixtures as being necessary to <br />control erosion and provide forage capable of withstanding grazing (V. 3 pp. <br />816-144 thru 147). <br />The seed mixtures were <br />Reclamation Board in a <br />"consultation with the <br />Colorado, reveals that <br />plant lists, the propo <br />pp. 816-147). <br />recommended by OSM and the Colorado State Mined Land <br />meeting January 10, 1980.
