<br />-11- <br />816.113 Revegetation: Timing <br /> <br />The applicant has stated that "topsoiling followed by fall seeding enhances <br />the possibility of successful revegetation." Energy Fuels intends to seed <br />permanent vege ration during [his period. (V. 3 pp. 816-198(a)). Annual <br />cereal grains have been approved in the applicant's existing Permit No. 7616 <br />and will be seeded after transplanting of on-site trees and shrubs (root pads) <br />and distribution of topsoil to aid in soil stabilization. These annual cereal <br />grains serve as a cover crop and a mulch (V. 3 pp. 816-198(2). Energy Fuels <br />proposes to use Russel Oats as a spring cereal grain mulch and ELbon Winter <br />Rye as a fall cereal grain mulch (V. 3 pp. 816-153(f)). In the spring <br />following fall planting of perennial species, the containerized and bare root <br />shrub seedlings will be hand planted in the area previously seeded in the fall <br />(V. 2 pp. 780-129).
