purposes. Please provide the Division with all of the road designs and profiles
to aid in the determination of cut and fill volumes for final reclamation.
18. Page 2.05.3-20 of the Northfield application discusses the Power
Transmission Lines and Associated Facilities. There is no information,
however, regarding the power lines or the substation. Please include
information regarding the new power transmission lines at the Northfield
Mine. Please include the length of the new lines and the number and type of
poles to be used. Please include these on the appropriate map, Additionally,
please include information regazding the proposed substation. Please include
the dimensions of the substation, the pad composition (concrete or gravel pad
or other construction), the fencing used and any additional information.
Please include the substation information on the appropriate map. Please
resubmit Page 2.05.3-20 with the above requested information.
19. Pages 2.05.3-23 and 2.05.3-24 discuss Topsoil salvage and replacement at the
Northfield Mine. The discussion states that the operator will salvage six or
seven inches of topsoil for a salvage volume of 12,900 cubic yards (bank).
This number, however, appears to be in error. Six inches of topsoil yields
approximately 16,100 cubic yards (bank) of soil and seven inches of topsoil
yields approximately 18,800 cubic yards (bank) of soil over 20 acres. The
Division believes that there will be approximately 17% swell of the soil upon
salvage and approximately 12% compaction upon stockpiling, giving
approximately 4.5% of additional soil. There is a discrepancy between the
volume of topsoil Northfield reports and the volume that is available for
salvage. Please provide the Division with a detailed discussion of this
discrepancy and a more detailed topsoil balance.
20. The location of the facilities area and the facilities aze shown on Map 1 -
Land Use Map. This map, however, is not sufficient for showing detailed
information regarding the facilities listed in Section 2.05.3. Please provide the
Division with a detailed map of the facilities area. Please include all of the
buildings, coal stockpiles, conveyors, etc.
21. In addition to a detailed facilities map, the Division requests that Northfield
provides a chart of all facilities including their construction and dimensions
and information regarding the concrete pads and footers. Please include this
chart in Section 2.05.3.
22. Pages 2.05.3-24 and 2.05.3-25 discuss the overburden at the Northfield Mine
and the cut and fill volumes for the construction of the facilities azea. In the
discussion Northfield states that there will be a swell of the material of
approximately 12%. There is no data or information to back up this claim.
The Division believes that the initial swell factor will be approximately 33%
and the compaction factor will be approximately 13% (an adjustment factor of
0.87). This gives an overall swell of approximately 16% from bank to
