compact. Please provide a discussion of the swell and compaction factors at <br />the Northfield Mine and any data and/or studies performed to obtain these <br />factors. Additionally, please place the cut and fill volumes into a table or <br />chart in either Section 2.05.3 or Section 2.05.4. <br />23. Page 2.05.3-26 discusses Coal Mine Waste and Non-Coal Processing Waste. <br />It is stated that all of the development waste, including that from the portal <br />and ventilation shafr development, will be used for the construction of the <br />mine facilities bench. The Division believes that this is an acceptable <br />discussion. The Division does have a question regarding the possible waste <br />from the crushing and screening plant. Although there is not a processing <br />plant at the site, a crushing and screening plant will create some form of <br />refuse. The refuse will be in the form of either rocks or off-spec coal. There <br />will need to be some plan in place for dealing with this waste product. Please <br />discuss how the Northfield Mine plans on dealing with the waste that will be <br />created by the crushing and screening plant. <br />24. There aze no storage areas listed in the list of facilities in Section 2.05.3. It is <br />the opinion of the Division that the Northfield Mine will have at least one <br />storage area and probably at least one bone-yard at the facilities area. The <br />Division requests that the operator discuss the need (or lack thereof) for these <br />storage azeas. If these storage areas are needed, please add them to the list of <br />facilities in Section 2.05.3 and add them to the appropriate map. In the <br />discussion of these storage azeas (if required) please include a description of <br />the materials to be stored and the methods of reclamation. <br />Section 2.05.4 -Reclamation Plan <br />25. There is a typographical error on the second line of the first paragraph of Page <br />2.05.4-1. The second sentence, that begins ..."operation is an significant..." <br />is in error. Please change the word "an" to "a". Please resubmit the updated <br />page. <br />26. Page 2.05.4-4 discusses Facilities Removal. Again, as in question 5 above, <br />(***THIS NUMBER MAY NEED TO BE CHANGED TO CORRESPOND <br />TO PAR NUMBERING***) Northfield states that demolition debris that is <br />not salvaged will be buried on site. Please note that while the burial of <br />demolition debris does not a certificate of designation (CD) from the CDPHE, <br />both county and landowner approvals aze required. Although the <br />commencement of final reclamation is many years in the future, the Division <br />requests that Northfield include a statement in the text stating that all <br />necessary county and landowner approvals will be in place prior to burying <br />any demolition debris on the site. <br />
