Based on the Northfield plan to pump water from the active workings to the <br />sediment pond on the surface, approval from the Colorado Department of <br />Public Health and Environment (CDPHE), Water Quality Control Division <br />(WQCD) is required. Prior to pumping and discharging any water, please <br />ensure that the proper approvals are obtained. <br />On Page 2.05.3-9 Northfield states that they will bury on site any demolition <br />debris and all concrete that can not be salvaged. Please note that while the <br />burial of demolition debris does not a certificate of designation (CD) from the <br />CDPHE, both county and landowner approvals are required. Although the <br />commencement of final reclamation is many years in the future, the Division <br />requests that Northfield include a statement in the text stating that all <br />necessary county and landowner approvals will be in place prior to burying <br />any demolition debris on the site. <br />6. Pages 2.05.3-9, 2.05.3-10, 2.05.3-11 and 2.05.3-12 Northfield discusses the <br />portal construction, uses and, briefly, the portal reclamation. The approximate <br />dimension of the portal is 28 feet wide by 25 feet high. The method discussed <br />for the sealing of the portal is discussed on Page 2.05.3-12. Northfield states <br />that the portal reclamation will include the constructing a concrete block wall <br />and sealing the portal for at least a distance of 25 feet. The Division requests <br />that Northfield provide a diagram (or diagrams) for the different sealing <br />methods discussed. Additionally, please provide the exact dimensions of the <br />portal opening for bonding purposes. <br />7. Page 2.05.3-10 of the Northfield application is Figure 2.05.3-3 -Decline <br />Slope Profile Typical Design. The text on the left hand side of the page <br />("Portal and Ramp Area", "Chandler Creek" and "County Road 79") is all <br />upside down. Please correct this text and resubmit Figure 2.05.3-3. <br />8. On Page 2.05.3-11 Northfield discusses the use of a rail system for the <br />transportation of men, materials and supplies, extending approximately 100 <br />feet into the yard. Please provide additional information regarding this rail <br />system for bonding purposes. Please include design information including use <br />of railroad ties, ballast, footers and any additional information that is <br />necessary to calculate a reclamation cost estimate. <br />9. Pages 2.05.3-12 and 2.05.3-13 of the Northfield application discuss the <br />ventilation shaft construction, operation and reclamation. The reclamation of <br />the shaft is further discussed on Page 2.05.4-12. The description of the <br />sealing method appears to be adequate. The Division, however, requests that <br />the operator provide a detailed figure showing the reclamation of the <br />
