Please <br />replace Exhibit 15-7 in its entirety. Exhibit 15-14 reflects the design changes. <br />Fill 3 <br />h. The pond specifications for the Fill 3 pond have been modified on Exhibit 15-14. <br />The Jeff Canyon surface mine ponds are conservatively designed to reflect a worst case <br />topography, soil and vegetation condition at the site, namely immediately following <br />salvage of topsoil on the existing topography. This condition will exist for less than a <br />few months, at which time mining will commence, and a depression will exist on the <br />upper slopes. This will reduce the water and sediment runoff to the pond. Subsequently, <br />as the post-mining topography is constructed, benching will modify the hydraulics and <br />
