Empire Energy Corporation must provide a clear and consistent <br />topsoil plan for the 5A portal area. <br />Tnere is also so~;ie confusion concerning the No. 5 portal area. Un page <br />IV-85, it is stated that, "Topsoil ~•.as not salvaged from the No. 5 portal <br />area. In these areas, overburden materials will be used as th~~ plant <br />growth media." Un the following page, it says, "A portion of this <br />stockpiled topsoil will be used in reclaiming the No. 5 portal area." The <br />reclamation plan cost estimates say 8,9UU yards of topsoil •will be spread <br />at the .,o. 5 portial area. The applicant must provide a comprehensive <br />topsoil plan for the No. 5 portal area. <br />Rule 2.D5.3(b) requires the applicant to specify the volume of each type <br />of topsoil material to be salvaged. Numerous references in the <br />dppllCatlOn refer to topsoil removal :,ithout specifying volumes ;py. <br />IV-:; 5, IV-4 c, IV-59, IV-bU, IV-68, IV-69, IV-74, IV-77 and other pages). <br />Topsoil volumes must be specified for each of these. <br />Empire Lneryy Corporation discusses, on page IV-6i3, construction of a main <br />office complex. f4ap IV-14 sho~•,s a site plan for an office and +;arehouse <br />and f9ap IV-2 shov;s the location of a "Possible Future Office Site".
