Rest <br />• Soil productivity; see page 2.04-43, pazagraph 7. <br />The Division was unable to find these descriptions in the permit. Either direct the Division <br />to where these descriptions aze located in the permit or provide appropriate narrative. <br />ne <br />A narrative section, "Suitability of Soil Horizons as Plant Growth Media," is included on <br />pages 2.04-42 and 43. For each soil mapping unit, the suitability of horizons is quantified <br />and discussed. As noted under "Soils Analysis" on page 2.04-42, "There appeaz to be few <br />chemical limitations for salvage and use of project azea soils for reclamation." Therefore, <br />the suitability of horizons are discussed in terms of physical chazacteristics, particulazly <br />texture. <br />\~k Rule 2.04.10 Vegetation Information <br />57. LCC does not propose to disturb the Mountain Shrub community or the Pinyon/Juniper <br />community during the first permit term. Therefore, no quantitative sampling was conducted <br />within this community. Rule 2.04.10(4) states that: <br />• "Plant communities shall be described in terms of species composition, cover, <br />productivity and woody plant density. The application shall include a discussion of <br />environmental factors controlling or limiting distribution of species, such as <br />elevation, slope, aspect, soils, water availability and past management. Current <br />condition shall be discussed for each community type or portion thereof if significant <br />differences exist within a type." <br />This Rule does not indicate that only azeas expected to be disturbed will be quantitatively <br />described. The Division understands this Rule to indicate that all communities within the <br />permit azea need to be suitably described. <br />Since these two communities aze not planned to be disturbed during the first permit term, the <br />Division could accept a commitment by LCC to conduct quantitative sampling of these <br />communities during the 1997 growing season. <br />Response <br />LCC will conduct quantitative sampling for the Mountain Shrvb community during the 1997 <br />growing season. Qualitative sampling in the Pinyon/Juniper community will occur prior to <br />disturbance, which is not scheduled until the second permit term. <br />• 58. Exhibit 10, page 18, and page 2.04-48 describe the vegetation found in the Coniferous Forest <br />Community. Repeated reference to "one-sided bluegrass" is made. This common name is <br />16 <br />
