not cross referenced in Appendix V-1 with an accepted Latin name. This reviewer has never
• heazd this common name used to describe a grass species. There is no reference to this
common name in Weber: Colorado Flora: Eastern Sloes 2nd. ed., Hitchcock: Manual of
Grasses of the United States, or Harrington: Manual of the Plants of Colorado. This species
is identified as a significant component of the coniferous forest understory at 4.3% mean
absolute cover. Please define this species. [s it a warm season graminoid, bunch grass,
native or introduced?
Response
One-sided bluegrass was misidentified and has been changed to Poa species or bluegrass
species. This change has been made on revised page 2.04-48 of the text and revised pages
11, l4 and 19 in Exhibit 10.
59. Permit application page 2.05-71 states that, "Extended reference azeas will be managed to
achieve at least fair range condition." [s "fair" condition the description the local NRCS
office would ascribe to the pre-mine condition? Please refer the Division to the applicable
NRCS range site description and provide documentation on "fair condition" designation.
on
LCC will manage extended reference azeas to achieve at least fair range condition...... The
Las Animas NRCS has provided two range site descriptions applicable to the soils
underlying the extended reference azeas: Loamy Foothill (#202) and Shallow Foothill (#204).
Annual production during unfavorable years for these areas is estimated at 800 and 300 lb/ac,
respectively. To achieve fair range condition the NRCS suggests the Climax Vegetation
should be maintained within the range of 26 to 50 percent, respectively. For loamy foothill
soils, this corresponds to grazing levels of 0.13 to 0.24 AUMIac, for shallow foothill soils,
this number ranges from 0.08 to 0.1 l AUM/ac. LCC management of extended reference
areas will meet these levels to maintain at least fair range conditions. Discussion of these
range conditions is found in Section 2.05.4 on revised page 2.05-71.
Rule 2.04.11 Fish and Wildlife Resources Information
60. Please refer to the comments under Rule 2 2.05.6(2) Fish and Wildlife Plan.
Response
A response to this comment is not necessary
Rule 2.04.12 Prime Farmland Investigation
61. According to the soil survey submitted by LCC and consultation with Important Farmland
• Inventory of Colorado Soil conservation Service, October 1982, there aze no soils identified
within the permit azea that aze considered prime farmland.
17
