XXII. Sealing of Drilled Holes and Underground Upenings - Rules
The applicant proposes to seal drilled holes by returning the drill
cuttinys to the bore hole. Rules 4.01.3(1) and (2) require the placement
of an appropriate mechanical plug and concrete poured column near the
surface of each bored hole. The applicant should amend the application
document appropriately. If future drilling encounters water zones, the
Division should be notified, since it might be desirable to retain the
Boles as monitoring wells.
XXIII. However, a few items
require additional description within the amended application document.
Neither the text of this section nor the schematic Figure No. 1 on page
V-16, mentioned the salvaging of topsoil prior to mining. The
application should be appropriately amended. The question regarding
backfilling of the augered areas to achieve approximate oriyinal contour
must be resolved, as discussed under Section XVI of this letter.
Further, the applicant's observation that augering downdip will preclude
drainage from the augered bore holes is insufficient. The applicant
should expand this discussion to demonstrate that the hydroloyic heads
encountered will not be sufficient to cause ground water flow from the
bore openings, and provide a detailed description of the method of
sealiny the auger openings.
XXV. Miscellaneous Compliance - Rules 2.05.6(5), 4.02, 4.12, 4.19,
4.21, 4.28 and 4.30
The Grassy Creek Mine has experienced slides along the cut slopes on the
haul road. Because this landslide potential demonstrably exists, the
applicant is required to include a statement in the application which
demonstrates an intent to comply with Rule 4.12(2).
/ep
Doc.
