_lU_
XIX. Mine Facilities, Coal Handling Structures, Support Facilities -
Rules 2.05.3(3). 2.05.3(7 and 4.04
In light of the changes tha have occurred at the mine since the latest
submission of permit application materials, the application must be
modified with respect to the current situation at the mine site. Uetail
must be provided with respect to the explosive storage area and the shop
area near Pit No. 5. Primarily building dimensions, construction
specifications (foundation type) and drainage control must be provided at
a rninimum. At this time the Division cannot find the operation in
compliance with the requirements of this section.
XX. Roads - Rules '1.05.3(3) and 4.03
Haul road construction details, profiles, typical cross sections and
drainage desiyns are provided for the Pit 4 haul road. Uesign drawings
and construction and drainage details are not provided for ocher proposed
haul roads. No infonnation is provided for pre-existing roads.
For pre-existing haul road segments, as indicated on the mine plan
map, the applicant should submit information required by Rules
2.U5.3(b)(i) B, C, and D regarding current status, construction
dates and compliance with design standards of Rule 4.03.
2. For additional haul roads to be constructed this permit term,
(other than the Pit 4 haul road) infonnation on design,
construction and drainage as specified by Rule 2.U5.3(3)(c) must
be submitted.
3. The application states that; based upon the landowner's request,
haul roads will remain followiny mining and reclamation. The
usefulness of the main haul road and the Pit 4 haul road with
regard to providing access to the property is apparent. The
justification for the short road segments which provide access to
Pits 5, 7, and 8 is not apparent. These road segments should be
reclaimed, unless the landowner specifically requests that they
remain.
XXI. Bondinv - Rule 2.U5.4(2)(b) and Rule 3.U
Additional infonnation is required to properly calculate the amount of
bond required. The amount of overburden and topsoil removed during
initial cuts and stockpiled at each pit must be provided. Since
backfilliny and grading and topsoil redistribution will be following
mining operations contemporaneously the worst case would be replacement
of stockpiled materials only. The application must be specific with
respect to the volumes of material stockpiled.
The status of re vegetation at Pits 1, 2, and 3 must be described in
greater detail. The Uivision will require sufficient funds to revegetate
these areas in case of failure of recent efforts.
