• `. Six <br />4. The applicant must address how it will meet 4.15.7 and 4.15.8 revege- <br />tation success criteria. A success standard must be established by <br />the applicant. The discussion submitted is inadequate due to the fact <br />that sample adequacy wasn't attained (see comment under 2.04.10). Total <br />cover information wasn't provided, methods for selecting reference areas <br />weren't provided, etc. Since it would be extremely difficult for <br />Chimney Rock to establish a reference area for the proposed irrigated <br />pasture land for use in demonstrating success criteria the following <br />information would be acceptable to the Division for a determination <br />of success. SCS production figures under well managed conditions <br />for irrigated pasture land in areas that exhibit the following: <br />1. Similar soil type <br />2. Similar elevation <br />3. Similar aspect <br />4. Similar precipitation patterns <br />5. Similar species composition.2.05.9(e)(vi) <br />5. The applicant needs a better explanation of the methods to be used to <br />plug drill holes and wells pursuant to Rule 4.07.3(2). This informa- <br />tion is needed for the determination of possible hydrologic conse- <br />quences. 2.05.9(2)(g) <br />Section 2.05.5 Post-Mining Land Uses <br />1. The Division is concerned with the feasibility of reclaiming 20 acres <br />to irrigated pasture. While this land use does reflect an improve- <br />ment in the capability of the land to support livestock, it also brings <br />to light the following concerns: <br />1. Due to the limitations of topsoil availability it seems unlikely <br />2" of topsoil will be sufficient to support pasture vegetation. <br />It should be demonstrated through test plots or site specific <br />data from similar sites that 2" of topsoil will support the <br />type of vegetation proposed. <br />2. Water availability is questionable. Does Stollstremer Creek <br />provide enough flow during the summer months to provide ade- <br />quate irrigation to the site? A discussion of water availa- <br />bility should be included in the application. <br />3. Maintenance of the irrigation system needs to be discussed in <br />greater detail. <br />4. The landowner holds water rights to 8 cfs from Stollstremer <br />Creek. Keeping in mind the amount of water he is presently <br />using, will there be sufficient quantities left to irrigate <br />an additional 20 acres? Zt must be demonstrated that <br />sufficient water remains. <br />These are four areas of significant concern on the part of the <br />Division. Chimney Rock Coal needs to address these issues in <br />greater detail before the Division can make a determination of <br />
