• Three <br />2. The location of soil sample E-3 needs to be shown on the soils map. <br />Also, the soils map should show depths to which topsoil will be <br />salvaged. Again this is needed to determine the adequacy of the <br />topsoil salvage plan to achieve the proposed post-mining Iand use. <br />2.04.9(1) (c) (i} <br />3. Three of the five soil samples taken were contaminated with coal. <br />If the samples were taken in undisturbed areas as stated a dis- <br />cussion is needed detailing the measures to be incorporated to <br />ensure that topsoil used for reclamation will not be contaminated <br />and adversely affect the establishment of vegetation. 2.09.9(1)(c)(i) <br />4. A discussion of the present and potential productivity of the soils <br />found in the permit area is necessary. This information is needed <br />to help determine the viability of the reclamation plan. 2.04.9(1)(e) <br />Section 2.04.10 Vegetation Information <br />1. The location of the barren ridge reference area must be shown on <br />the vegetation map. 2.04.10(2) <br />2. Vegetation types of areas adjacent to the mine site should be <br />included. This information is needed to make an evaluation of the <br />surrounding area for its value as important fish and wildlife habi- <br />tat. An aerial photograph delineating plant communities would be <br />adequate. 2.04,10(3) <br />3. A discussion of environmental factors controlling or limiting vege- <br />tation distribution is necessary. The discussion should include <br />but not be limited to; elevation, aspect, available moisture, <br />soil types, slope, etc. A discussion of current conditions and <br />trends or sereal stages is also needed. This information is re- <br />quested to aid in making a determination of the feasibility of <br />the reclamation plan. 2.09.10(4) <br />4. Pursuant to 4.15.7(3) reference area selection, it should be <br />demonstrated that reference areas have the same ecological factors <br />controlling plant growth as the disturbed area. <br />3. Pursuant to 9.15.7(3)(d)(e) some discussion should be included <br />explaining the methods to be used to protect and manage the <br />reference areas. <br />6. The applicant needs to provide baseline information discussing <br />composition, cover, productivity, and woody plant density for the <br />pinyon community even though it is proposed to be replaced. This <br />information is needed for a comparison of pre-mining land use to the <br />feasibility of post-mining land use. 2.04,1D(4) <br />7. The vegetation map should have the sampling sites located. Also, any <br />riparian communities located along Stollsteimer Creek should be <br />delineated. 2.04.10(1) <br />
