Section 816.25 (Topsoil: Nutrients and soil amendments) - It appears <br />the soil sampling and testing is adequate, however, I would recomment '~ <br />an occasional sampling of potassium. <br />7. Sections 816.41-57 (Hydrologic Balance) - Refer to Jerry Zimpfer's, <br />Dave Holm's and of the forthcoming Division of Water Resources comments. <br />8. Section 816.59 (Coal Recovery) - It is not clear if the Lennox coal seam <br />will be mined at this time. If this coal is wasted it does not appear <br />that the application satisfies the requirements of this section. Also, <br />what impact do the permanent overburden piles have on the possibility <br />of recovering the coal which underlies the areas of placement for the <br />stockpiles. <br />9. Section 816.62(c) (Use of Explosives: Pre-blasting survey) - The appli- <br />cant indicates that special attention will be given to the pre-blasting <br />conditions of wells and other water systems used for human, animal or <br />agricultural purposes and to the quantity and quality of the water. <br />Specifically, what special attention will be given as stated above. <br />Also, it appears that mining will eliminate established stock ponds, <br />therefore, what mitigating measures will be undertaken by EFC to re- <br />establish stock ponds for the grazers/browsers in the area. <br />10. Section 816.68(S)(3) (Use of Explosives: Records of blasting operations) <br />The current form used by EFC does not contain all the information required <br />in 816.68(a) and (p). <br />11. Section 816.71 (Disposal of Excess Spoil: General requirements) - As <br />stated previously, information is required before compliance with this <br />section can be addressed. However, I have reviewed specific subsections <br />of this section and the applicant can review these comments while await- <br />ing final comments on this section. <br />Section 816.71(c) - As stated previously, sufficient information has <br />not been submitted in regards to post-mining surface drainage patterns <br />and how they relate to long term stability of the stockpiles. <br />13. Section 816. 71 (f) - It is not entirely clear if EFC will follow all of <br />CTL/Thompson's recommendations listed in Exhibit 9 for construction <br />of the fill. w141. $TH7E. <br />14.
