Section 816.25 (Topsoil: Nutrients and soil amendments) - It appears
the soil sampling and testing is adequate, however, I would recomment '~
an occasional sampling of potassium.
7. Sections 816.41-57 (Hydrologic Balance) - Refer to Jerry Zimpfer's,
Dave Holm's and of the forthcoming Division of Water Resources comments.
8. Section 816.59 (Coal Recovery) - It is not clear if the Lennox coal seam
will be mined at this time. If this coal is wasted it does not appear
that the application satisfies the requirements of this section. Also,
what impact do the permanent overburden piles have on the possibility
of recovering the coal which underlies the areas of placement for the
stockpiles.
9. Section 816.62(c) (Use of Explosives: Pre-blasting survey) - The appli-
cant indicates that special attention will be given to the pre-blasting
conditions of wells and other water systems used for human, animal or
agricultural purposes and to the quantity and quality of the water.
Specifically, what special attention will be given as stated above.
Also, it appears that mining will eliminate established stock ponds,
therefore, what mitigating measures will be undertaken by EFC to re-
establish stock ponds for the grazers/browsers in the area.
10. Section 816.68(S)(3) (Use of Explosives: Records of blasting operations)
The current form used by EFC does not contain all the information required
in 816.68(a) and (p).
11. Section 816.71 (Disposal of Excess Spoil: General requirements) - As
stated previously, information is required before compliance with this
section can be addressed. However, I have reviewed specific subsections
of this section and the applicant can review these comments while await-
ing final comments on this section.
Section 816.71(c) - As stated previously, sufficient information has
not been submitted in regards to post-mining surface drainage patterns
and how they relate to long term stability of the stockpiles.
13. Section 816. 71 (f) - It is not entirely clear if EFC will follow all of
CTL/Thompson's recommendations listed in Exhibit 9 for construction
of the fill. w141. $TH7E.
14. Section 816.71(h) - They will be constructing benches that will be 30'
wide. This is a variance from the regulations.
/~'fAlcE ZO; To mEE7 fl~-IB coMtTRA/TITS, Sw-TtH tAT&R.
