<br />Page 3 <br />Keith Kirk, Mike McCarthy <br />January 2, 1980 <br /> <br />Two sets of calculations should be given for the volume of coal to be <br />removed: 1) Volumes of Wadge and Lennox coal to be removed, and 2) <br />volume of Wadge coal to be removed and the volume of lennox coal to be <br />incorporated as spoil and the resultant volume of overburden and coal <br />to be replaced in the mined out pits. <br />2. Apost-mining topography map which reflects the post-mining condition <br />with the excess spoil distributed over the entire mined area. <br />3. The applicant should present a more thorough discussion on the long term <br />stability of the pile. This discussion should address long term drain- <br />age off of the permanent stockpiles. <br />F. Performance Standards (Part 816) <br />1. Section 816.11 (Signs & Markers) - EFC indicates on the Eckman Park <br />Mine Plan (Map 112) that a wildlife buffer zone will be established <br />along the southern end of the mine. Will EFC use any special methods <br />to identify and mark this area for the benefit of the mine employees <br />and regulatory agencies representatives? <br />2. Section 816.15 <br />3. Section 816.21 (Topsoil: General Requirements) - As stated in the <br />previous memo, EFC is required to submit a comprehensive topsoil/sub- . <br />soil salvage plan. The plan should address: a) Depth to which topsoil <br />will be salvaged, b) depths to which subsoil will be salvaged, c) a map <br />demonstrating both a and b, and d) a chart indicating the number of <br />acres to have topsoil/subsoil salvaged in each mapping unit. <br />4. Section 816.23 (Topsoil: Storage) - Topsoil stockpile 114 appears to be <br />infringing upon a drainage and the location of the stockpile may not <br />meet the requirements of F12.23(b). Also, this stockpile is located <br />in an area that eventually will be mined, therefore EFC should take <br />care to insure that the mining operation does not degrade the quality <br />of the topsoil. <br />5. Section 816.24 (Topsoil: Redistribution) - As stated in the previous <br />memo, EFC should thoroughly discuss the material contained in the T/S <br />stockpiles. <br />
