The remoteness of the Spink Canyon meteorological <br />tower, winter conditions and reliance on generators for power <br />made data gathering difficult. Records are incomplete and fur- <br />ther data collection would be required to provide an acceptable <br />baseline description of conditions specific to Spink Canyon. <br />2.05.3(3)(b) <br />A description was originally provided on existing and proposed <br />structures within the affected and proposed affected land and <br />permit area at McClane Canyon. .All descriptions were provided <br />relative to specific design criteria or performance standards <br />of the structures as a function of total disturbance. As an <br />example, there are no design criteria for crushers, only a per- <br />formance standard; therefore no design specifications were <br />provided. <br />SEI took the approach that to assess the impacts of total bench <br />area was to assess the impacts of its parts--conveyor, fan house, <br />crusher, bench, ditches, etc., on wildlife, environment in general, <br />water and air. <br />2.0503(3)(c) (4.03) <br />1.
