HE: Terror Creek Load out
Dear 14 r. Stria:
As was discussed during the meeting of February 1, 1983 at our office and
as Briars Munson and I indicated to you duriny our site visit on February
Z, 1983 there are two major tasks which must be accomplished in order for
the Division to issue a permit for the Terror Creek Company's coal
handling facility near Bo1•+ie.
First, the site must be brought into compliance with the performance
standartls of the regulations prior to any further construction activity
and prior to stockpiling or loading of coal. Specific items with regard
to compliance which were noted duriny our inspection include the
following:
A diversion tlitch must be constructed above the disturbed area
to route irrigation and storm runoff away from the loadout.
The ditch must r_apable of safely passing the flow resulting
from the 10-year 24-hour storm event without eroding.
2. A bean roust be constructed along the outside perimeter of the
pad area to prevent slough age or spillage of coal onto the
outslope of the bench and to nwre effectively aid in
containment of runoff on the benctr.
3. The portion of the topsoil stockpile adjacent to the railroad
cut should be pushed back from the cut ano a berm or diversion
ditch should be constructed around the pile. The exact
ac re aye of disturbance and topsoil volume calculations should
be submitted immediately to enable the Division to assess the
adequacy of topsoil salvage and the potential for' restoration
of predisturbance agricultural productivity. The absence of
topsoil buffer strips and presence of topsoil buried beneath
the fill slope along the southern side of the pad raise some
concern as to the adequacy of topsoil salvage.
