D. Mulching: <br />A straw or native hay mulch will be applied to all reclaimed <br />areas at a rate of 4,000 pounds per acre and crimped into the <br />surface. <br />E. Soil Testing Plan: <br />The topsoil will be tested for nitrooen, phosphorus, potassium, <br />and organic matter to determine fertilization requirements. <br />Approval of fertilization will be obtained from the Division <br />prior to application. <br />F. Weed and Pest Control: <br />Prior to any weed and pest control, the applicant will receive <br />Division approval. <br />During the adequacy review process, Blue Flame requested assistance from the <br />Division in establishing revegetation success criterion for this site. Based <br />on information provided in the permit application and a review of the adjacent <br />National King Coal, Inc., permit, the Division recommended the following <br />revegetation success criteria. Blue Flame has agreed to these criteria. <br />a. The standard for herbaceous cover is 30 percent to be measured <br />either by ocular estimates using a lm2 cover quadrat or by the <br />point-intercept method. <br />b. The standard for herbaceous productivity is 500 pounds per acre <br />of dry biomass measured through the use of the harvest method via <br />lmz quadrats. <br />c. The standard for woody plant density is z minimum 600 stems per <br />acre. <br />d.
