from on-site investigations by Soil Conservation Service personnel (Section
2.04.10 of the permit application). Based an this information, the Division
has identified two vegetation communities originally present in the area:
mountain shrub and introduced pasture. The mountain shrub dominates the
proposed permit area and is found on the north-facing slope. The introduced
pasture, in the proposed permit area, is located in the lower, level areas
adjacent to the access/haul roads.
The only new areas to be disturbed by this proposed operation are for the
installation of the drainage control system. No known threatened or
endangered species are identified in these proposed disturbed areas. Hence,
the Division finds that the mining and reclamation activities will not affect
the continued existence of any threatened or endangered plant species or
result in the destruction or adverse modification of their critical habitat.
The re vegetation plan for the Blue Flame Coal Mine may be found in Section
2.05.4 of the permit application, The major aspects of this plan are listed
below.

Planting/Seeding Ftethods:
The above seed mixture will be drill seeded on all level and
sloped areas as possible. On slopes too steep for drill seeding,
the above seed mixture will be broadcast seeded at twice the
listed rates and then raked into the ground to ensure proper
seed/soil contact.
