Based on the above, the Division finds that there will be no
cumulative hydrologic impacts to the prevailing surface water system
within the defined CHIS study area, due to the Blue Flame Mine or
King Coal Mines.
The applicant is in compliance with the requirements of this section.
X. Climatological Information and Air Resources - Rules 2.04.8
and
Climatological information is presented in Section 2.04.8 of the permit
application. Blue Flame received an Air Emission Permit from the Colorado
Department of Health on July 3, 1986 (permit 86 LP 149).
The applicant is in compliance with the requirements of this section.
XI. Soil Resources - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06.
Baseline soil resource information may be found in Section 2.04.9 whereas the
soil salvaging plan and the soil redistribution plan is located in Section
2.05.4 of the permit application.
The majority of the area to be disturbed by the proposed surface coal mining
operations has been previously disturbed (i. e.; mining activities date back to
the 1950's) with no topsoil material salvaged or stockpiled. The only new
disturbance proposed by the applicant is the installation of upland diversion
ditches and the sediment pond, with associated conveyance ditches, for
drainage control purposes. The applicant has committed to salvaging and
stockpiling the topsoil from these areas prior to construction, This
stockpile will be seeded with a multi-species grass, forb, and shrub mixture
and a retention berm will be constructed around the perimeter of the stockpile.
Blue Flame has committed to importing from outside sources approximately 4,400
cubic yards of topsoil to be used as a plant growth medium. This will allow
Blue Flame to distribute approximately eight (8) inches of topsoil over the
regraded areas. Before distribution, the topsoil will be analyzed fior the
required parameters and the results submitted to the Division.
The applicant is in compliance with the requirements of this section.
XII, vegetation - Rules 2.04.10, 2.05.4(2)(el, 4.15 and-.18(a)(i).
The Blue Flame Coal Mine has been in existence since around 1950.
Consequently, the majority of the mine facilities area has been previously
disturbed. Because of this, no pre-mining inventory data were collected. The
applicant has provided a description of the adjacent areas based on
information drawn from the National King Coal, Inc., permit application and
-17-
