<br />Before construction of the access road (Phase A), and the haul <br />road (Phase B), Storm Ring Mines commits to having a qualified <br />geotechnical engineer perform a structural and foundation <br />analysis of the corridor where the proposed roadways will be <br />built. This analysis will be conducted in conformance with rule <br />4.03.1(3)(d)(vii) of the MLRD Rules and Regulations and will <br />establish design standards for embankment stability appropriate <br />to each site. <br />MLR Comment: <br />"The applicant proposes to construct light-use roads along <br />pipeline, transmission, and inspection corridors depicted in <br />Volume V, figure 4.2.3 The applicant states in the application: <br />"When the final design and surveys are completed in line with the <br />BLM requirements, Storm Ring Mines will indicate the proposed <br />light use roads on Figures 4.2-3, 4.2-4 and 4.2-5 and will <br />construct said roads in accordance with Section 4.03.3 complying <br />with the location restrictions, grade, pitch, alignment, cuts, <br />embankments, topsoil removal, revegetation cover, drainage, <br />surfacing, maintenance and reclamation conditions enumerated <br />therein." Since the applicant has not submitted a plan for these <br />light-use roads, the Division cannot currently approve this <br />portion of the proposed operation. The following information is <br />necessary before the Division can approve this portion of the <br />proposed operation: <br />Requirement No. 11 <br />PRIOR TO APPROVAL OF ANY LIGHT-USE ROADS, THE APPLICANT MUST <br />SUBMIT AND RECEIVE, IN WRITING, DIVISION APPROVAL OF PLANS <br />AND DESIGNS MEETING THE REQUIREMENTS OF RULE 4.03.3. <br />SRM Response: <br />Storm King Mines will comply with requirement No. 11 prior to <br />starting Phase B development. <br />MLR Comment: <br />"In addition to the above-mentioned light-use roads, the <br />applicant will use roads to ground water monitoring stations. <br />The roads to these monitoring stations were constructed under an <br />exploration plan approved by the Division. The Division <br />requested in the preliminary adequacy review that these roads be <br />shown on a map and the information required by Rule 4.03.3 be <br />submitted. The applicant's response to this comment was <br />insufficient; therefore, the following information is required <br />before the Division can approve the permit application: <br />
