Preliminary Adequacy Review <br />Bear Coal Co., Inc. - Bear Tfinc: <br />Pa qe Three <br />4. Documentation of a total flow amount of 65 _q~llons/minute for the eleven <br />springs in the permit and adjacent area must be pr'ov.ided. Locate each spring on <br />a map and give the individual flow rate. <br />5. Known uses of groundwater are not limited to wells or to other water used by <br />the mine as stated on page 47. This section must be resubmitted with all uses of <br />groundwater in the permit and adjacent area listed. (2.09.7(1)(a)(iii)). Information <br />on quantity and quality of springs must also be provided. (2.06.6(3)(a)(iii)). <br />2.04.7 (2) Surface f9ater Information <br />1. Explain the meaning of S, TF, C, AP, TT on Table 2.09.7(2)(a)-I. <br />2. The applicant must address alternative water supply information section <br />2.09.7(3). The applicant cannot determine measurable effects on surface and ground- <br />water supplies unless quantitative data on the existing springs and the unnamed <br />drainage near Bear hfine are supplied. Since this data was not submitted, Bear Coal <br />must provide an augmentation plan For the decreed springs not owned by the mine. <br />3. The applicant should provide a discussion of possible flooding at the mine <br />site. <br />9. Since the dip of the beds in the permit area i.s toward the main portal in the <br />northeast, historically has there been any drainage of mine water from this portal? <br />2.09.8 Climatological Information <br />1. There appears to be an inconsistency between the average annual precipitation <br />indicated in the text (page 49 says 25" near Somerset), the Wilcox Ranch data <br />(Figure 2.04.8(1)(a)-1 says 18.93"), text (page 49 says 16.94"), and text (page 24 <br />says "less than 20 inches per year). The monthly values in Figure 2.09.8(1)(a)-1 <br />add up to 18.45 inches. Please indicate which data are to be used for the Bear Coal <br />Mine site, and why. (2.04.8(1)(a)) <br />2. On page 50, it is stated that there are no meteorological monitoring stations <br />and, therefore, no data for rile area of the Bear Fline. Provide adequate information <br />to describe the average direction of the prevailiriy winds. (2.04.8(1)(b)). This <br />may be satisfied by a clear, specific reference, if the information is publically <br />available. <br />3. Please provide documentation from Colorado Department of Health - Air Pollution <br />Control Division of compliance with the provisions of the Clean Air Act (page 78). <br />2.04.9 Soils Resource Information <br />1. The applicant must supply site-specific data to assess the suitability of the <br />topsoil (2.04.9(1)(b)). These data must include, in ad~'ition to data given in <br />2.04.9(1)(b)(i) through (iv); saturation percentage; Calcium,Magnesium and Sodium <br />(all soluble); percent organic matter, Selenium (if pR is greater than 8. 5) or if <br />a Selenium indicator plant species is present, and Boron (if pR is greater than 8. 5). <br />These analyses should be performed on material which is currently stockpiled and on <br />the soils to be imported from Paonia Reservoir. <br />
