<br />• 4.03.1(3)(a)(iii)). <br />~~ <br />132. On page 2.05-17 (third paragraph), it is stated that "A 50-foot-wide Vavel way is proposed <br />for permanent haul road segments". Section 4.03.1(1)(f) requires all haul toads to be <br />removed and reclaimed unless retention of the road is approved as part of the approved <br />post mining land use, the road complies with all applicable performance standazds, and <br />the landowner requests to the Division in writing that the road or certain parts thereof are <br />to be left open for further use. <br />Please indicate which sections of the proposed haul roads will be retained permanently. <br />\Y For those sections, please provide demonstrations how those road sections will support the <br />post-mining land use, especially since the rangeland use has appazently been occurring <br />successfully without them. Please provide the written landowner requests as well (Section <br />4.03. I (I)(f)). <br />133. Add the following from Section 4.03.1(3)(e)(i) to the sixth pazagraph on page 2.05-17: <br />O~ "All vegetation material and topsoil will be removed from the embankment foundation <br />area during construction. No vegetation material or topsoil will be placed beneath any <br />haul road embankment". Add the following from Section 4.03.1(3)(e)(iii): "Excess of <br />unsuitable material from excavations will be disposed of in accordance with Section <br />4.09.1 of the Boards Regulations". <br />134. Please describe, pursuant to Sections 4.03.1(3)(e)(vii) and (viii), the following <br />0\/ embankment stability design standards: <br />t~ a) the design degree of compaction; <br />b) the acceptable levels of moisture content necessary to achieve the design <br />compaction; <br />c) the design density. <br />135. Are any bridges planned for the portions of the Lorencito Canyon haul road (the P1/P2 <br />J_ Portals haul road) that cross the perennial portions of the canyon or the drainages that are <br />~` tributary to the canyon? If so, please provide the designs for these bridges (Sections <br />4.03.1(4)(e) and 2.05.3(3)(c)(i)). <br />136 <br />b <br />137 <br />W~~' ~„5cy'``~ <br />,V' ~\ , <br />~~0 <br />Map 2.05.3-1 needs to be certified in accordance with Rule 2.10.3(2). Figures 2.05.3-8, <br />2.05.3-9, 2.05.3-10 and 2.05.3-11 also need to be certified. <br />On page 2.05-26, it is stated that the main access road will be constructed from Highway <br />12 to the coal loadout. Please discuss what considerations, if any, will be made for the <br />access road's junction with the highway. Has approval for the junction, now [hat it will <br />be used for a mine access road, been applied for from the Colorado Department of <br />Transportation? Will an acceleration or deceleration lane need to be constructed on the <br />State Highway at the access road junction? Will State Highway signage be required to <br />warn State Highway users that trucks may be turning at the junction? Wi11 State Highway <br />travel speeds need to he reduced neaz the jwrction? <br />
