Rule 4.03 Roads
128. Please provide the plans, drawing and designs for all haul roads proposed to be
constructed within the permit azea. These should include specifications for each road
~~a width, road gradient, road surface, road cut, fill embankment, culvert, bridge, drainage
~~~ ditch and drainage structure (Section 2.05.3(3)(c)). These plans and drawings should
~(~ demonstrate that the haul road designs were based upon geometric criteria appropriate for
~ the anticipated volume of traffic and weight and speed of vehicles to be used (Section
4.03(1)(c)).
• The designs must be prepazed by, or under the direction of, a qualified registered
professional engineer experienced in the design and construction of roads. The designs
must also be certified by a qualified registered professional engineer experienced in the
design and construction of roads, as meeting the requirements of Section 2.05.3, current
and prudent engineering practices, and the design criteria of 4.03.1 and 4.03.2 (Section
2.05.3(3)(c)(vii)).
129. On page 2.05-13, it is stated "haul road and access road preliminary designs, construction

suspended solids to streamflow or runoff outside the permit area".
131. On page 2.05-17, it is stated in the second paragraph that haul roads may have "pitches
. up to I S% for distances not exceeding 300 feet". This should be revised to read "pitches
up to 15% for distances not exceeding 300 feet within any consecutive 1000 feet" (Section
