Where will pond cleanings be disposed? Please modify and <br />expand permit text. <br />I Rule 2.05.3(51 Operation Plan -Topsoil <br />87. In the last paragraph on application page 2.05-3, it is stated that "topsoil will be salvaged <br />and stored in stockpiles". Will this also occur for subsoils (Section 2.05.4(2)(d))? Will <br />subsoils be segregated from topsoils? (DIH) <br />88. Mine Plan Map 2.05.3-1 is the only map which depicts the proposed location of the <br />oS ~,3b topsoil piles. Please provide infotmation on the volumes of the topsoil stockpiles. This <br />'~, information is necessary for the Division to conduct cost estimate verification. <br />89. Permit application page 2.05-10 indicates that upon clearing of vegetation from the head- <br />of-hollow fill azeas, LCC proposes to burn the vegetation. However, text does not include <br />`,' any mention that topsoil will be removed prior to the contour mining cut. Please add this <br />~~,~ text. Rule 4.09.1(4) allows for utilization of the organic matter for mulch or to improve <br />b~ ~ the condition of the topsoil. The Division considers incorporation of the organic matter <br />into the salvaged topsoil beneficial to the soil fertility, provides a native amendment to <br />the soil, and provides a native seed bank. The Division recommends LCC consider <br />utilization of the native organic material in lieu of burning it. <br />90. <br />~~vaM~ ~`lti <br />~.°" ~~ <br />Permit application page 2.05-35 indicates that potentially a deficit of topsoil exists on the <br />surface mine azea. Table 2.05.3-2 indicates that sufficient soil material is available for <br />replacement of a minimum of 0.7 ft over the surface mine area. Should LCC propose to <br />use overburden material as a plant growth material a demonstration adhering to rule <br />4.06.2(4) will need to be made. <br />If excess soil exists iii other locations of the mine, along roads proposed to remain as <br />permanent, or location where available soil is in excess, RR loadout, these excess soils <br />may be proposed to be utilized at the surface mine area. <br />Rule 2.05.3(61 Operation Plan -Overburden <br />. 91.
