3. Table 5-2, Soil Chemistry, lists the sample site and the corresponding <br />chemical analysis. What soil series were hole nos. 1,6,7,9 and 10 taken <br />from? <br />4. Reference is repeatedly made concerning the purchase of topsoil from <br />outside sources for use in reclamation. The applicant should include a <br />thorough discussion of the availability of topsoil sources in the area <br />and quality of this soil. It should be noted that the Division does not <br />appzove of disturbing adjacent areas for topsoil salvage that would <br />otherwise be undisturbed (Rule 2.09.9[3]). <br />5. An analysis of the subsoil to be used to cover the proposed refuse <br />pile is needed to determine its suitability for this use. <br />2.04.20 Vegetation Information <br />1. The applicant intends to use reference areas to evaluate revegetation <br />success. These areas should be clearly marked on the vegetation map Iv-10. <br />2. The applicant has proposed a vegetation sampling program to establish <br />a vegetation data base. The sampling plan provided in the application <br />has been discussed with the Division and OSM, however the following <br />concerns should be noted: <br />a. The applicant has proposed to use a Zine-intercept to measure <br />herbaceous cover. It is important that the applicant account <br />for interspaces in vegetation when using this method. A I/9 <br />square meter plot is proposed to measure l~crbaceous production. <br />It is recommended that the applicant carefully assess in the field, <br />the variance that will occur when collecting herbaceous production <br />with a small plot in a shrub dominated community. It may be more <br />economical to reduce the variance to use a larger plot or more <br />plots along the transects thus essentially simulating a larger <br />plot; <br />b. References should be cited for the random sampling method; <br />c. The areas to be sampled should be clearly identified on the vegetation <br />map N-I0; <br />d. The applicant should provide a complete species list. <br />3. The "Vegetation Analysis of hayfields" (Appendix III-6) should be <br />referenced oz included in the vegetation section. This analysis provides <br />valuable data on the character of the nvF. <br />2.04.12 Fis1r and Wildlife Information <br />The Williams Fork River provides Intential habitat for the Colorado Squaw <br />Fish. This species is listed by the U.S.Fish and Wildlife as an endangered <br />species, therefore, the applicant needs to discuss this in the application <br />and address the aquatic monitoring program developed as a mitigation <br />plan. <br />-5- <br />
