To accurately assess the baseline conditions for the Yampa River <br />Alluvium, the "M.iddle" Sandstone, the Twenty Mile Sandstone and the <br />Trout Creek Sandstone, Empire must submit a groundwater monitoring <br />plan. The following List indicates what is required: <br />a. Groundwater levels and piezometric maps under 2.04.7(I)(a)(i), and <br />2.04.7(4)(c); <br />b. Groundwater quality under 2.09.8(1)(a)(iv); (according to <br />parameters listed in Attachment D) <br />c. Aquifer test data including: infiltration studies for recharge, <br />transmissivity (T) and storativity (S) values for storage and <br />discharge calculations, under 2.09.7(1)(b); <br />d. A survey of springs is required under 2.09.7(2)(a) which requires <br />the submittal of data on the seasonal variation in water quality <br />and quantity; <br />e. Seasonal water quality variations of groundwater discharged from <br />affected areas (mine water discharges and wells) under Sections <br />2.04.7(2)(b)(ii); <br />f. Groundwater quantity and quality data to be collected during and <br />after mining according to a monitoring plan approved by the Division <br />under Sections 2,05.6(3)(b}(iii) and 9.05.13(1)(a). <br />2. Several specific problems exist in tyre groundwater information as <br />presented. The following items must be corrected and re-submitted: <br />a. Two springs and three water wells emanate from aquifers above the <br />"P" coal seam as indicated on hlap III-14. These aquifers must <br />be identified and discussed. Information relating to depth, <br />horizontal extent, litJrology, thickness, quality and quantity of <br />water, recharge and discharge characteristics and effects of <br />subsidence must be submitted in relation to these aquifers <br />(Rule 2.09.7[1)); <br />b. The text refers to Map III-I2 for the locations of the registered <br />wells in the permit area and adjacent area. It is Labeled as <br />III-14 in the map section. PI ease clarify this discrepancy; <br />c. The applicant has presented a list of registered wells, Table <br />III-1C, on page III-48, which is incomplete. Additional data <br />regarding water Zevcls and well depths is presented elsewhere <br />in the application and should be included in this table. Also, <br />data on the seasonal rates of production, the geologic aquifer, <br />the depth of the well and the water level must be provided to the <br />Division (Rule 2.04.7(IJ(bJ). <br />3. Information regarding recharge, storage and discharge characteristics <br />of the aquifers is not substantiated with technical data. (Rule 2.09.7(lJ(bJ) <br />-3- <br />
