Decemher 6, 1977 <br />letter. <br />(1) lJe have prepared a set of neaps which depict qhe final <br />reclamation and abandonment. Plates 1, 2, and 3 (referred <br />to in Section 717.14 above) show the final reclamation and <br />abandonment of the mine area. All buildings and mine ,facilities <br />have been removed from the map and the bench area$ will be <br />topsoiled from the storage piles which have been designated <br />on Plate No. 1. <br />In reading through the application, references are made <br />to the elevation of: each bench level that is describe di. With <br />these new final abandonment maps it should be relatively easy <br />to spot the appropriate contour line and follow it to 'the <br />bench area. ' <br />(2) It is understood that CWI must have the )legal right <br />to enter upon all lands included within the permit area. As <br />you know, the rights-of-way for the water line, sediment <br />retention clams, diversion channel, and refuse disposal,areas <br />have been tied up with the issuance of our federal, cowl lease. <br />The coal lease sale was held on February 22, 1978,, and CWI <br />has been notified that it was the high bidder. TE~e lease <br />and the rights-of-way should be issued as soon as the necessary <br />paperwork has been completed. We have been assurejd by~the <br />Bureau of Land Management that this will happen dwring,the <br />month of March. If necessary, CWI can obtain a letter'from <br />the Bureau of Land Management indicating that the 'rights-of-way <br />will be issued as soon as possible. Perhaps the Mined'Land <br />Reclamation Board approval could be contingent upop~ right-of-way <br />issuance. <br />(3) As discussed in No. 1 above, additional maps have been <br />submitted to show the post-mining contours. All post-mining <br />land use in the mine and parking lot areas will he wildlife <br />habitat and livestock grazing. The train loadout area ,will <br />become orchard. <br />(4) During the mining operation, certain impurities will <br />most likely be Found in the coal.
