Mr. Thomas Wainwright -4- December 8, 1902 <br />Rule 2.05.6(2)(c) - Backfi~linc and 6radinc <br />The applicant has not provided a poet-mining topographic map for the <br />haul road corridor. <br />To complete the application, a poet-mining contour map for the haul <br />road corridor should be provided. <br />The applicant proposes to deposit the spoil from the 1903 boxcut <br />"along side of the cut". The cross-sections (Exhibits 12~5R1 end <br />12-5R2) and the Post-Mining Topography Map (Exhibit 13-2), clearly <br />depict the permanent deposition of the box cut spoils outside the <br />mined pit boundaries. These same exhibits depict a deficit of <br />material at the southern tetminoua of the northern resource area, <br />resulting in a lowered post-mining topography and steeper <br />transitional slopes. The application also demonstrates that the <br />bulking factor averages 0.92, which proSects no excess spoil <br />generation. <br />In order to comply with the requlremente of Rule 4.14.1(2)(d), <br />referred to by Rule 2.05.4(2)(c), the applicant moat demonstrate <br />"that such material is not required to achieve the approximate <br />original contour of the area../." <br />The applicant has not provided a plan for stream channel <br />reconstruction in accordance with Rule 4.05.3 (ephemeral drainages <br />less than one equate mile), or Rule 4.05.4 (all other drainages), <br />whichever is appropriate. The plan should identify the flow regime <br />and area of each stream to be reconstructed, show the location of <br />the reconstructed channel on a map, ldentify whether natural channel <br />dimensions or a design event would be used to size the channel, and <br />identify if structural controls would be used to prevent erosion. <br />In accordance with Rule 2.05.3(6)(a)(i)(E), the applicant may submit <br />a general plan with the permit application and provide the detailed <br />design plan at a later time. <br />Rule 2.05.4(2)(e) - Reclamation Plan <br />Sample adequacy was not met for production in mine area sagebrush. <br />mixed brush, or aspen types. A relatively low number oP m2 sample <br />plots (15 in sagebrush study area, 10 in mixed brush reference area, <br />and 15 in the aspen study area) were clipped. Reeamplinq will be <br />required. An estimate of rtes denelty for Che eapen type is not <br />included in the application. <br />It is not clear in the application whether baseline vegetation deta <br />was derived solely from areas to be disturbed by mining. "Mine <br />Areb". "Permit Area". "Study Area" and "area6 t0 be disturbed by <br />mining" are all referred to in the vegetation sampling section of <br />
