Mr. Thomas Wainwright -3- December 8, 1982 <br />mule 2 04 9(1)(a) - Soils Resource Information <br />Many of the soil sampling sites were located off the proposed permit <br />area and some within the permit area were not located within the <br />area to be affected by surface mining operations. Site-specific <br />information must be collected in order to determine the depths to <br />which various soil types should be salvaged. <br />The applicant must collect additional depth verification data from a <br />number oP locations within each soil type to be disturbed by surface <br />mining operations. The number of depth verification holes per soil <br />type will be determined in conSunction with the Division. <br />Rule 2.05.3[2)(a) - Roads <br />With the exception of a brief description of the "access road" into <br />the mine site, no information was provided on access roads or <br />light-use roads to be constructed within the permit area. It <br />appears, from Exhibit 12-1. that some roads other than haul roads <br />will be constructed. <br />A narrative and~maps describing the location, construction, use, <br />maintenance, and removal of all access and/or light-use roads must <br />be submitted. <br />Rule 2.05.3(3)(b) - Roads <br />The applicant did not include any description of the existing <br />"access road" into the mine site. Also, the designation as an <br />access road is apparently inappropriate, since the mine plan <br />indicates that this road will be used for the transportation of coal <br />from the mine site. According to the definitions in Rule 1.06, this <br />would be designated as a haul road. <br />A narrative must be submitted demonstrating compliance with the <br />requirements of Rule 4.03 which apply to haul road construction. <br />Aule 2.05.3(3)(c)(i) - Road <br />The applicant has supplied no information on road drainage ditch <br />sizing. Ditch sizing information must be submitted along with <br />supporting calculations. <br />Rule 2.05.3(5) - ToDeoll <br />The applicant's discussion of topsoil salvage and replacement lacks <br />sufficient detail. A discussion of yearly material balances moat be <br />submitted. This must include: how many acres of each soil type <br />will be disturbed; how much topsoil will be salvaged from each soil <br />type; how much topsoil will be stockpiled and !n which topsoil <br />stockpile; how much topsoil will be replaced directly and on what <br />area; and how much topsoil will be removed from stockpiles and <br />replaced on the regraded area. <br />
