<br /> <br />• 2.04.9 Soil Resource Information <br />The applicant ha:; requested inform.;t.ion from the USDA, SCS concerniny <br />prime farmlands which mau be found in the area. The applicant should <br />submit this information to the Division as soon as it becomes available. <br /> <br />Since the surfaca facilities area was disturbed before topsoil salvaging <br />was mandated by 1a w, and no additional disturbance is anticipated the <br />Division did not require a site-specific soils investigation. Given that <br />there is no topsoil available for use during reclamation the applicant is <br />proposing to use existing materials as a growth medium. This practice <br />can be allowed based upon *_he history of the operation and a demonstration <br />by the applicant that tl~e existing materials are capable of~supporting plant <br />growth. Therefore, in order to preclude a stipulation to the permit the <br />applicant should submit the followiny.information. <br />The applicant should identify the material that wilt be used as a plant <br />growth medium. Additional3yp--this material should be sampled and <br />analyzed for the following parameters. <br />IJ pH, 4) Boron and Selenium S,! Percent Organic Matter, <br />2) Sodium Adsorption Ratio, if the pN exceeds 6) N, K, P Requirements. <br />3) Texture, 8.5; and <br />The-resu3-trof-the~nal~gsis~mast-ba~-submitted to the Division _°or insertion <br />in the permit application. <br />2. 04.IO Vegetation Information <br />• Given the past history of distuzbance at the site the applicant has <br />adequately addressed the pre-mining vegetation requirements crith one <br />exception. The applicant must address the potential for impact to rare <br />and endangered plant species. <br />Additionally, it is strongly recommended at this time to replace some <br />plant species with the following in the proposed seed mix. It is <br />suggested that the applicant replace yellow sweet clover with sainfoin <br />(Onabrychis viciaefolia) and meadow brome with mountain brome (Bromus <br />marginatus). Rubber rabbitbrush may be removed from the seed mix <br />(2.05.4(2)(e)). <br />Revegetation success standards wi11 be developed duz'ing the final <br />review process. <br />2.0=1.11 Fish and Wildlife .Resources Information <br />The applicant should submit to the Division the information requested <br />from the Division of [/ildlife concerning potential impacts to wildlife. <br />2.09.1° Prime Farmland Investigation <br />See section 2.09.9 Soil Resource Information. <br />• <br />
