Bob I.iddle -6- December 2, 1981 <br />12J The Roaring Fork monitoring wells within the loadout area were also <br />not sampled and water levels were not taken after the original testing. Since <br />changes in the quality and quantity of water is a sensitive issue in this area <br />(Prime Farmland - Alluvial Valley Floor), adequate monitoring of seasonal <br />fluctuation in water quality and quantity, and of the effects the loadout has on <br />hydrologic balance is critical in the formulation of findings by tl~e Division. <br />The ground water monitoring section should include monitoring of the three wells <br />agreed upon in the 2980 meetingSand in the approved interim permit amendment. <br />In addition, a new monitoring well should be installed downgradient of the conveyor <br />washdown ponds to monitor the containment of these. lined ponds and to provide an <br />early warning system for the mitigation of impacts to alluvial ground water <br />quality should the linings fail. <br />These ponds are going to receive surfactants used in spraying the coal, coal fines <br />and possibly antifreeze agents.
