<br />-10- <br />5. If Section 2.05.3(5) is amended to provide a plant growth material <br />salvage narrative, the reclamation plan portion of the permit <br />application will likewise need to be revised to include a plan for <br />removal from storage and redistribution of suitable plant growth <br />materials an accordance with 2.05.4(2)(d) and 4.06. If the soils <br />information gathered in accordance with Section 2.04.9 indicates that <br />no salvageable plant growth materials exist within areas to be <br />reclaimed, an alternate plan must be submitted which explains how the <br />applicant proposes to establish sufficient quantities of suitable plant <br />growth material over areas to be revegetated upon termination of <br />operations. <br />6. The applicant should commit to mulching and crimping the mulch at a <br />rate of 2 tons per acre on all reclaimed surfaces at the mine area. <br />1. The applicant needs to state a timetable and season for planting of <br />revegetation species at the mine site. <br />8. Pending the analysis of the qualitative vegetation information to be <br />provided by the applicant the Division will reserve evaluation of the <br />proposed seed mixture. However, the applicant should remove the <br />following species and substitute additional acceptable species from the <br />seed mixture: tall wheatgrass, timothy, and yellow sweetclover. <br />9. The applicant will commit to having all past and disease control <br />measures approved by the Division prior to their use at the site. <br />10. Though the Division agrees that the areas which have been previously <br />disturbed and not reclaimed to the requirements of SMCRA and the <br />Colorado Act need not be reclaimed to the standards in 4.15.8, the <br />applicant needs to propose a standard revegetation success criteria for <br />cover per 4.15.10. <br />11. The applicant needs to specifically propose a soil testing plan for <br />evaluation of the seedbed at the mine site. <br />Post-Mining Land Use - Rule 2.05.5 <br />1. The applicant needs to submit copies of the comments received <br />concerning the proposed use by the owners of record of the surface of <br />the proposed permit area and the state and local government agencies <br />responsible for initiation and approval of the proposed land uses <br />following reclamation. <br />Mitigation of the Impacts of the Mining Operation - Rule 2.05.6 <br />1. The applicant needs to elaborate on the source of water which will be <br />used for the dust suppression on the haul roads and facilities areas at <br />the mine site. <br />2. Page 2.05-44 states that additional information on monitoring can be <br />found in Section 4.05-13. No such information is found in this <br />section. Please clarify. <br />
