<br />-9- <br />21. The designs for riprap should be presented in the permit application <br />where it is planned for use to prevent channel erosion. <br />22. When will the pond embankment be inspected as per page 4.05-8? <br />Roads <br />23. The access road labelled on the maps and referenced in the text will <br />serve as a haul road and should be considered as such. All references <br />should be changed and the applicant should evaluate the road designs to <br />ensure that they comply with the haul road regulations, Rule 4.03.1. <br />24. The haul road culvert designs must be presented with the permit <br />application. <br />25. Some maps do not show the light use road as being continued to Highway <br />]60. If this road continues to the highway, then it should be shown as <br />such on the appropriate maps. <br />Topsoil <br />26. If the soils resource information gathered in accordance with Section <br />2.04.9 indicates that salvageable plant growth materials exist within <br />areas to be reclaimed, the operations plan portion of the permit <br />application will need to be amended to provide a narrative explaining <br />the method of removal and the amount to be removed and the plan for <br />storage of on-site earth materials deemed suitable as plant growth <br />material. <br />Reclamation Plan - Rule 2.05.4 <br />1. The applicant has provided a discussion and a map which delineates the <br />proposed post-mining topography of the Coal Gulch area. The proposed <br />post-mining topography does not account for backfilling of highwalls <br />and blending of the post-mining landscape so as not to offend the <br />topographic and geomorphic character of the area. The applicant needs <br />to revise the backfilling and grading portion of the reclamation plan <br />to reflect a post-mining landscape which is similar to character to <br />that which originally existed prior to mining and fits the definition <br />of approximate original contour, <br />2. The applicant needs to provide pre-mining and post-mining topographic <br />maps with contour intervals of a maximum of five feet. These maps <br />additionally, should be at the same scale as the facilities area map. <br />3. The applicant shall provide the Division with cross sections of the <br />existing and proposed topography of the permit area. <br />4. The applicant implies that the portal complexes, office and shop <br />structures, and coal crushing and handling facilities may be left after <br />the closure of the mine. Unless the applicant can demonstrate a <br />request that these items be left by the landowner or owner of the <br />facilities, they will be required to be removed for reclamation. <br />
