Cost per hour: Fuel $16.92 <br />Lube .86 <br />Repair 4.40 <br />Depr & Ins 22.46 <br />Labor 15.00 <br />Other 1.76 <br />$61.40 <br />2.05.4 Reclamation Plan <br />According to Richard Domingue's inspection report .dated <br />June 24, 1981, "Wyoming Fuels must provide a description <br />and defense of the method used to provide compaction of <br />the overburden replacement in the pit by July 31, 1981. <br />As discussed in our April 14, 1981 permit application, <br />backfill compaction will be accomplished by benching the <br />backfill in several lifts and wheel rolling. <br />Because the blasted overburden material has excellent size <br />distribution, compaction should be excellent. The individ- <br />ual benches will be 50 to 75 feet high as dictated by <br />mining requirements, and will be constantly changing. <br />Generally, overburden from near the pit bottom will be <br />backfilled in the lower lifts and overburden from upper <br />pit levels will be backfilled in the higher lifts. This <br />will be both cost-effective and helpful in reestablishing <br />relative premining strata placement. <br />2.05.2(2)(e)(vii) Attachment No. 3 of this Addendum is an <br />example of Wyoming Fuel Company's soil <br />testing program. <br />2.05.4(2)(d) A series of backhoe pits will be dug in the area <br />of proposed topsoil removal. Operators will be <br />instructed as to color changes and depths in the <br />soil profiles to be removed. Vegetation will <br />also be used as an indicator for topsoil removal. <br />Proposed topsoil stockpiles are shown on Figure 2 <br />of tl~e April 14, 1981 application. All topsoil <br />piles will be seeded with a mix presented in Table <br />VI of that application. <br />-5- <br />
