Further explanation of the dozer pits is required, for <br />example, where is the material from the first cut placed and what is the <br />amount of swell associated with this type of mining. <br />8) Refer to 780-15. In paragraph 4 it states that no more than 4 spoil <br />ridges will be in place at one time. This conflicts with prior statements <br />advising that six ridges are required to fill final cuts. This should <br />be clarified. <br />9) Refer to 780-28. Applicant states that all the ponds have liners. How- <br />ever, inspection of the site reveals that only one pond has a liner. The <br />other two ponds will need to be reconstructed. <br />10) Refer to page 780-38. The lab facility is not included as a pre-existing <br />structure. Please clarify. <br />11) Refer to page 780-41. The applicant should indicate what decision was <br />reached on construction of power lines. <br />12) Refer to page 780-56. The area to be worked in the old spoils is not <br />included in the discussion. <br />13) Refer to page 78-75. The applicant should indicate what conditions will <br />warrant the application of a mulch. The applicant should demonstrate <br />that the material to be reseeded meets the requiements of 816.22. Should <br />cross-reference to mulching rate described in other sections. <br />14) Refer to page 780-76. What is the criteria for determining the trouble- <br />someness of coal dust? <br />15) Refer to page 780-77. Further discuss the scrapper operation as it relates <br />to compaction of the topsoil as in other sections it states that tospoil <br />well be redistributed in a rough condition. What effect does the compaction <br />of the topsoil have on its ability to act as a growth media? <br />16) Refer to page 780-94.
