~ i <br />MEMO <br />KEITH KIRK, MIKE MCCARTHY <br />DECEMBER 26, 1979 <br />PAGE -3- <br />7) The areas to receive the topsoil/wood chip mulch should be clearl <br />identified on the soil redistribution map or another map, VFW y~/Gri <br />8) It is not clear in which areas stone mulch will be applied to the <br />soil surface to assure effective protection of soil and vegetation. <br />Also, areas receiving chemical soil stabilizers should be clearly <br />identified. <br />9) In regards to reference areas, it is not clear how some of the reference <br />areas will be managed exactly as if the land were still in its post- <br />mining condition. For example, the two reference areas in section 17, <br />T4N, R86W will be very inacessible. To grazing by cattle or sheep. Also, <br />the reference area in section 18, T4N, R86W appears to be within an <br />active mining area. Please clarify, <br />10) The applicant should indicate the sampling frequency for the identification <br />of vegetation, soil and water conditions during the liability period.. <br />3) Soils Information <br />a) There are incongruites within the topsoil volume tables and redistribution <br />maps, For example, the volumes of topsoil to be removed for year 1981 do <br />agree in tables 94,95 and map 1142. <br />b) Further clarification of the subsoil salvage plan is needed. From <br />what areas and what amounts of subsoil will be salvaged for redistribution. <br />This can be handled in the form of a table. <br />c) The nat~'v~€ of the material to be in the t/s stockpile is not clear. <br />A futther discussion on the source, handling and redistribution of this <br />material would be beneficial. <br />4) Operation Plan <br />a) Section 780 1) On page 780-2 reference is made to use of the Hydro- Axe <br />in wooded areas to produce a wood chip mulch. The 500 series has proved <br />not to be adequate for the EFC site, therefore, a statement addressing <br />this inadequacy should be incorporated along with any additional information <br />on the use of a larger Hydro-Axe at the site. A mulching contigency plan <br />should also be given if the Hydro-Axe is not to be employed at the site. <br />c~~~ <br />2) It is notihow long redistributed topsoil will remain in place before it <br />is seeded. In view of the fact that topsoil removal will be occurring <br />during the winter months when Eckman Park is first opened up, the appli- <br />cant should give a more detailed topsoil salvage for these months and <br />then a topsoil salvage plan that will be used after this period. Refer <br />to page 780-3. <br />3) Refer to page 780-6.
