~., .
~i ~.,~,.
MEMO
KEITH KIRK, MIKE MCCARTHY
DECEMBER 26, 1979
PAGE -2-
3) Table 33 - Those values given for vegetative cover do not agree with
those values given for the specific range sites in table 36,37,39, and
40. Please clarify. The data for the other range sites (big sagebrush,
treated sagebrush, and pastureland} should have a similar presentation
as in tables 36,37, 35c.
4) Range site descriptions - The range sites should also include in the
physiographic description the elavational range and the degree of slope.
Included within the description the soils-vegetation relationships should
be discussed. The acreage to be affected within each range site description
should be presented in a table.
5) The nomenclature for t~e range sites should be consistent, the nomenclature
varies from table (41)~table (42~.and maps 16 and 17.'
b) Diversity -The application does not clearly address tlx: diversity question.
The only information given is the number of species present. The applicant
should use one of the published diversity indices or some other method to
better explain the diversity of Species at the site.
b) Section 780.18 1) The proposed seed mixture is comprised bf three
Iifeforms: grasses, forbs and shrubs. The grass component of the mixture
is comprised of 33.% introduced species. The number of introduced grasses
should be reduced. The supporting argument for the use of introduced
species based on land use is not directly applicable to this issue. Land
use is based on management related activities, rather than the vegetation
or cover of the land. The application rate should be translated into PLS
thus giving the number of pure live seeds/ft2. Based on the seeding in-
formation, the seeding rate is actually 153 seeds/ft which is significantly
greater than that recommended by Cook.
2) The applicant should submit site specific data to demonstrate that cereal
grains meet the mulching requirements of 816.14(c). Also, it is not certain
if the wood chip mulch will be il~.d throughout the life of the operation
In view of this a contigency mulching plan should be submitted.
3) The applicant should further discuss how seedbed preparation for the perennial
species will be undertaken to minimize any negative impacts on volunteQr.
shrubs.
4) The applicant should indicate what statistical measures were used to
demonstrate that the reference areas are representative of the undisturbed
sites. WWII Sudm~'~ a ~0~,~ Gi• ./1(,~
5) It is not clear how the equation used to determine success of revegetation
meets the requirements of this section. A further explanation of the
equation and its application is required.
6) What method was used to determine the total vegetative biomass that will
be used as mulch for the various range sites
(cont'd)
