-4-
~i
seasonal variations in these parameters with respect to P9cClane Canyon and
Salt Creek. This information is required for conformance with 2.04.7(2)(b)(i).
2.04.7(4) The tributaries which are referenced on page 4-7 and the ephemeral
drainageway referenced on page 4-9, should be identified (by name, if in
existence) on a map. The map reproductions of surface hydrology (Figures
4.2-1 and 4.2-2) need to be more clearly illustrated to show Munger Creek,
East Salt Creek, and any tributaries.
- 2.04.8 More detail is necessary in the orecipitation summaries. As required
gar the evaluation of the reclamation plan, monthly and annual mean, maximum,
_~:d minimum water equivalent precipitation totals should be provided. These
summaries should be based on at least ten years of data from a station such
as Fruita. The data period used should also be specified.
The rotated wind rose in Figure 4.6-1 from Grand Junction needs clarification.
Also present the wind rose for Grand Junction. The period of record on which
this is based needs to be specified. The adjusted wind rose appears to indicate
a large percentage of cross valley flow. The rationale and limitations of this
extrapolation should be included in the application.
h 1ao~ ~ Ul4 P.
Specific location of the onitoring site should be identified on a-~ie.
s '
Onsite meteorological data should be included in the application. Specifically
wind speed and wind direction (if available) should be included in the appli-
cation if one or more quarters are available in the data set. Also a discussion
of mon~ihly average temperature is needed.
2.05.3(3)(b) Operation Plan - Permit Area
A description of existing structures should be supplied with respect to require-
ments listed in 2.05.3(3)(b)(1) and (ii). This discussion should relate to all
structures including the conveyor and crusher.
2.05.3(3)(c) (4.03)
1. Since all roads constructed in the permit area are to be used as haul roads
they should conform to the design criteria in 4.03.1.
2. At least two and preferably three cross-sections of the haul road should
be supplied to the Division. 4Je will also need a longitudinal profile of the
haul road to determine conformance with 4.03.1(3)(a)(iii). If there are any
areas of cut and fill along the haul road they should be identified and it
should b2 demonstrated that they conform with performance standards 4.03.1(c)
and (d). It would be advantageous to detail these cut and fill slopes in the
required cross sections. All drawings are to be certified by a professional
engineer as required in 4.03.1(1)(d).
3. In order for the Division to approve retention of the road after mining
a written request to this affect from the landowner must be submitted to the
Division as stated in 4.03.1(1)(f)(ii).
4. The applicant has not provided any calculations or design specifics for
road drainage ditches. Typical cross sections and design calculations must he
provided to demonstrate the ability of ditches to pass the 10-year, 24-hour
orecipitation event. This information should be supplied for existing and
proposed structures. (see 4.03.1(4)(c))
