The applicant has not provided any calculations or design specifics, other than existing culvert diameters in some cases, to demonstrate that culverts are of adequate capacity to pass the 10-year, 24-hour precipitation event. All culvert sizes must be specified, including road cross drainage culverts, along with the hydraulic analysis used in designing the culverts. Typical details of culvert placement must be provided, as well as a discussion of the method used to protect the inlet end of culverts. This information should be provided for existing and proposed structures. (see 4.03.1(4)(b)). 6. The applicant must submit a brief statement of the proposed maintenance plan for the haul road. (see 4.03.1(b)) 2.05.3(4) 1. In order that the Division can determine the application adequate, the applicant must submit all supporting calculations used in the sizing of sedimentation structures. The information required includes description of or reference to appropriate methods, used assumptions involved in the determina- tions, sources of data (i.e. soil hydrologic groups, percent cover, etc.), and the equations used. The tables provided in the application (4.2-11 and 4.2-12) do not comply with 4.05.6(4). 2. The applicant must describe an emergency spillway for the sedimentation structure depicted in Figure 2.2-3 as required by 4.05.6(3)(d). 3. Please specify the manner by which runoff from drainages D-2, and D-3 will be routed into the natural drainage. (see Figure 2.2-3) 4. The applicant should provide a plan for periodic sediment removal and indicate provisions for storage of sediment in the pond consistent with 4.05.6(3)(b). 5. No explanation is given by the applicant relative to the source, handling or management of the pond embankment fill as required by 4.05.6(8). Please submit this. 6. Pdo discussion is presented on the use of discharge structures at discharge points. The applicant should provide such a discussion for applicable situa- tions as required by 4.05.7. 7. The applicant has not provided provisions for quarterly inspections of the stability of structures referred to in 4.05.9. 2.05.3(9) (4.09) Backfilling and Gradino The applicant has proposed (p.4, item 14e of SEI response to C~4LR adequacy and completeness letter, December 29, 1980) disposal of underground develop- ment waste rock and roof falls in the Munger Canyon Mine waste disposal area. Therefore, the applicant must provide the details of this procedure, including mode of transportation, transportation route to be used, length of haul, etc. Also, include a statement on the handling of bone coal. 2.05.4~1)~ and (2) (4.06, 4.14, 4.15) Reclamation Plan A time schedule should be prepared in the greatest possible detail outlining the completion of each step of the reclamation plan as required in 2.05.4(2g(a).
