-5- <br />5. The applicant has not provided any calculations or design specifics, other <br />than existing culvert diameters in some cases, to demonstrate that culverts <br />are of adequate capacity to pass the 10-year, 24-hour precipitation event. <br />All culvert sizes must be specified, including road cross drainage culverts, <br />along with the hydraulic analysis used in designing the culverts. Typical <br />details of culvert placement must be provided, as well as a discussion of <br />the method used to protect the inlet end of culverts. This information <br />should be provided for existing and proposed structures. (see 4.03.1(4)(b)). <br />6. The applicant must submit a brief statement of the proposed maintenance <br />plan for the haul road. (see 4.03.1(b)) <br />2.05.3(4) <br />1. In order that the Division can determine the application adequate, <br />the applicant must submit all supporting calculations used in the sizing of <br />sedimentation structures. The information required includes description of <br />or reference to appropriate methods, used assumptions involved in the determina- <br />tions, sources of data (i.e. soil hydrologic groups, percent cover, etc.), and <br />the equations used. The tables provided in the application (4.2-11 and 4.2-12) <br />do not comply with 4.05.6(4). <br />2. The applicant must describe an emergency spillway for the sedimentation <br />structure depicted in Figure 2.2-3 as required by 4.05.6(3)(d). <br />3. Please specify the manner by which runoff from drainages D-2, and D-3 will <br />be routed into the natural drainage. (see Figure 2.2-3) <br />4. The applicant should provide a plan for periodic sediment removal and <br />indicate provisions for storage of sediment in the pond consistent with <br />4.05.6(3)(b). <br />5. No explanation is given by the applicant relative to the source, handling <br />or management of the pond embankment fill as required by 4.05.6(8). Please <br />submit this. <br />6. Pdo discussion is presented on the use of discharge structures at discharge <br />points. The applicant should provide such a discussion for applicable situa- <br />tions as required by 4.05.7. <br />7. The applicant has not provided provisions for quarterly inspections of the <br />stability of structures referred to in 4.05.9. <br />2.05.3(9) (4.09) Backfilling and Gradino <br />The applicant has proposed (p.4, item 14e of SEI response to C~4LR adequacy <br />and completeness letter, December 29, 1980) disposal of underground develop- <br />ment waste rock and roof falls in the Munger Canyon Mine waste disposal area. <br />Therefore, the applicant must provide the details of this procedure, including <br />mode of transportation, transportation route to be used, length of haul, etc. <br />Also, include a statement on the handling of bone coal. <br />2.05.4~1)~ and (2) (4.06, 4.14, 4.15) Reclamation Plan <br />A time schedule should be prepared in the greatest possible detail outlining <br />the completion of each step of the reclamation plan as required in 2.05.4(2g(a). <br />
