.e
-2s-
Haul Road No. 2 is also an existing roac9 which is used for haulage and access to
the Pit No. 2 area. Haul road No. 3 is the only proposed road which will be used
for coal haulage and access to to the Pit No. 4 and No. 5 areas. Both Haul Road
No. 2 and No. 3 will be reclaimed at the completion of mining. All haul roads also
serve as access roads and no additional light use roads are proposed.
The information contained in the application verifies that the location, design,
construction, drainage, surfacing, maintenance, and reclamation of the roads were
planned with consideration of the design and performance standards of Rule 9.03.1.
A11 design and performance standards contained in the Regulations were adhered to,
except for culvert spacing designs, as explained below.
Rule 4.03.1(4)(e)(vi) contains specific designs for the spacing of culverts on haul
roads. Trinidad Basin Mining is in compliance with this spacing requirement, except
for three segments on Haul Road No. 1, three segments on Haul Road No. 2 and two
segments on Haul Road No. 3. The Division has granted a variance from the require-
ments of Rule 4.03.1(4)(e)(vi)(a) due to the unique topographic features at the
mine, and based on a demonstration that no significant environmental or reclamation
concerns will result from the variance. The exempted road segments are of moderate
grade, will not result in blockage of any epherr~ral, intermittent, or perennial
streams, and do not intercept any large drainage areas.
Only one haul' road requirement was not a~9dressed by the applicant. Rule 4.03.1(1)(d)
requires that the applicant provide a haul road certification after construction.
Since this has not been addressed by the applicant, the following stipulation is
required: ~ ,
Stipulation No. 17
WITHIN 90 DAYS AFTER PERAfIT ISSUANCt:, TRINIDAD BASIN MINING SRALL
SUBMIT TO THE DIVISION A CERTIFICATION DOCUMENT WHICH STATES THAT
ALL HAUL ROADS WERE CONSTRUCTED OR RECONSTRUCTED IN ACCORDANCE WITH
THE PLAN CONTAINED IN THE APPROVED PfLRD PERMIT APPLICATION. THE D000-
MEPJT SHALL BE CERTIFIED BY A QUALIFIED REGISTERED PROFESSIONAL
ENGINEER. THIS CERTIFICATION DOCUMENT IS AL50 REQUIRED TO BE
SUBMITTED AFTER CONSTRUCTION OF ANY NEW HAUL ROADS AT THE P1INE.
With the acceptance by Trinidad Basin Mining of the above stipulation, the operation
is in compliance with the requirements of this section.
XX. Bonding - Rule 2.D5.4(2)(b) and Rule 3
The Division has reviewed Section VIII of the permit application for compliance with
the requirements of this section.
The applicant has provided a scenario for the 'worst case' condition during this
permit term. The 'worst case' condition occurs when the amount of work required
to complete reclamation of the mine and loadout facilities is greatest.
