MINING SHALL NOT PROCEED BEYOND CUT NO. 13 OF PIT <br />NO. 4 PRIOR TO WRITTEN APPROVAL BY THE DIVISION OF THESE <br />AMENDMENTS. <br />With the acceptance of these stipulations, the operation is in compliance with the <br />requirements of this section. <br />XVIIZ. Mine Facilities, Coal Handling Structures, Support Facilities - <br />Rules 2.05.3(3), 2.05.3(7) and 4.04 <br />The mine facilities, coal handling structures, and support facilities sections of <br />the permit application have been zeviewed by the Division for compliance. infor- <br />mation can be found in Section 5.3.3 (pages V-15 - V-20) of the permit application. <br />The operation is in compliance with the .requirements of this section. <br />XIX. Roads - Rules 2.05.3(3) and 4,03 <br />The applicant presents a discussion of road construction, maintenance, and reclama- <br />tion in Volume I, page VII-2 and V-9 (Section 5.3.2.3) of the permit application. <br />Road profiles, cross-sections, and grade information are presented in Section <br />4.03,1(1-5) and Section 2.05.3(3) of the applicant's February 2, 2982 review response <br />document. Road drainage and culvert calculations are set forth in Exhibit V-3 <br />of Volurre I and Section 4.03.1(5) of the February 2, 1982 review response document. <br />There are three primary haul road segmeni:s constructed at the mine. Haul Road No. Z <br />is an existing haul road that had been for Pit No. 1. This road is to be reclaimed <br />after mining to a light use road for use by the landowner as access. Nowever, the <br />applicant has not addressed the reclamation of this road. Lt is, therefore, <br />stipulated that: <br />Stipulation No. 16: <br />WITHIN 90 DAYS OF PERMIT ISSUANCE, THE PER1dITTEE WILL SUBMIT A <br />HAUL ROAD RECLAMATION PLAN TO THE DIVISION WHICH WILL ADDRESS <br />RECLAMATION OF THE PIT NO. 1 HAUL ROAD. THIS PLAN WILL, AT A <br />AfINIMUM, ADDRESS APPLICABLE DESIGN CRITERIA OF 4.03 FOR THE ROAD <br />TO BE LEFT, PLANS FOR TOPSOILING AND SEEDING, AND A DEMONSTRATION <br />THAT THE MATERIAL LEFT IN THE ROAD BASE WILL NOT CAUSE A MATERIAL <br />SHORTAGE ELSEWHERE IN THE PERFIIT AREA. THIS PLAN AND RECLAMATION <br />ACTIVITIES SHALL BE IMPLEMENTED IMMEDIATELY UPON APPROVAL BY THE <br />DIVISION. <br />
