The applicant should provide a narrative on how it is <br />C-'intended to reestablish seepage area SP-4. <br />2.06.8 Surface Coal Mining and Reclamation Operations on Areas <br />The alluvial vallev floor discussion presented in the application <br />is inadequate. Valleys or particular concern with respect <br />to the mine are Hayden Gulch, Dowden Gulch, Williams Fork <br />at and downstream of the confluence of Hayden and Dowden <br />Gulch, and Dry Creek. Another area of great concern is the <br />Yampa River Valley as impacted by the loadout facility. <br />The application mentions the presence of agricultural <br />activity in this area. <br />A reconnaissance level alluvial valley floor study is required <br />from the operator. This study should comply with Section <br />4.25 of the regulations and should include a map of the total <br />life of mine area (ona USGS 7', minute topographic sheet base) <br />showing alluvium in these streams including valley bottoms <br />and floodplain terraces. Identification of areas of existing <br />or historic flood irrigation practice, riparian vegetation <br />which indicates subirrigation, and a discussion of regular <br />~ flood irrigation practice in areas of similar or smaller <br />~~ drainage size for considering any potential subirrigation must <br />~,be provided. <br />2.10 Maps and Plans <br />The applicant is advised that a professional geologist or <br />engineer registered with the State of Colorado must certify <br />(with an original signature) those maps and/or diagrams men- <br />tioned in Section 2.10.3(2) and other applicable portions of <br />the Rules and Regulations. <br />4.15.7 Determining Revegetation Success: General Requirements and <br />Standards <br />4.15.7 3) [n the section on random sample selection the applicant must <br />discuss how a randori direction was selected for the frisbee <br />throw sampling. <br />4.15.7(3)(a) 11 reference area selection study must be conducted and a <br />reference area selected for the loadout facility area. <br />(See letter from Carol Pahlke to Cass Legal dated June 23, <br />1980 provided in Appendix G). <br />
