-2-
3. The proposed seed mix, Table 4.3-1, does not contain any shrubs,
contrary to what is stated on page 4-82. The seed mix should be revised to
include shrubs and additional fortis. For further discussion of the seed mix
see Section Vegetation Information of this letter. (Jim - is this
the current seed mix. You had crossed out this page in your volume. Mike's
comments should agree with this. If not, his should take precedence.)
Operations Plan -Rules 2.05.2 and 2.05.3
1. The applicant should submit a narrative and map describing the
anticipated sequence of mining and reclamation in 5 year permit term
increments, including any changes in surface facilities, in accordance with
Rule 2.05.2(2). This map may also be used to answer question 4 in the section
entitled "Maps and Plans -Rule 2.10" of this document.
2. Access routes to ventilation shafts, escapeways, and mine fans should be
delineated and the design requirements of Rule 4.03 addressed. (Jim -was
this deficiency noted during the roads review. If not, then this comment may
be removed.)
3. Longitudinal cross-section, Figure 4.2-6, should be referenced to a
location on a base map.
4. The anticipated annual and total production of coal in tons should be
submitted.
5. Utility corridors for electrical transmission lines, above or below
ground, should be identified on a map.
6. The applicant should indicate on a map the proposed location of the
changehouse, electric distribution center, and water and sewage treatment
plants. In addition, all the mine and load-out facilities should be described
in more detail concerning how and of what materials they are constructed, size
of the structure, and removal during reclamation.
7. What is the rectangular area marked "Dry" on Figure 4.2-7.
8. No provisions have been made for open storage. The applicant should
investigate and evaluate this need and propose an area for this use.
9. Are all conveyors closed on the bottom.
10. Is the temporary load-out to be permitted.
11. It is apparent that mine facilities will be built in two distinct
phases. The first phase involves development activities and specific
facilities needed for those activities. The second phase involves a totally
operational mine with facilities as delineated on Figures 4.2-7 and 4.2-8.
Mine facilities during the initial development phase must be addressed in
accordance with Rule 2.05.3(3) and delineated on a map.
