we had the permittee correct surface runoff from the completed terrace from <br />running over the west facing outslope. Documentation of the sizing for the <br />100yr./24hr. ditches is contained in TR-64 as described above. We had <br />extensive discussions concerning the location/configuration of the 100yr./24hr. <br />ditch which drains the fill surface as required under Rule 4.09.2 (7). This a <br />regulation requires surface runoff from the fill surface to be, "... diverted to <br />stabilized channels OFF THE FILL ..." .The TR-64 approval must show this <br />ditch to be constructed in accordance with Rule 4.09.2 <br />indicated the west facing slope terrace construction was scheduled to be <br />completed in time for topsoil replacement and seeding/mulching of the outslope <br />below the terrace during fall 93. Additional grading work is also scheduled to be <br />completed on the east end of the refuse pile this fall. A topsoil stockpile and a <br />subsoil pile were relocated from the Sylvester Gulch area to the east terrace of <br />the refuse pile without specific written approval from DMG. The relocated <br />stockpiles also could not be located on approved maps. This violation was cited <br />by DMG in NOV C-93-113. Pond MB-6 was inspected and sediments removed <br />during recent cleaning of the pond were being deposited on the refuse pile. The <br />culvert inlet on the northeast corner of the pond needs additional armoring, <br />Ponds MB-5, 3, and 2 were inspected and deficiencies addressed in TR-64 are <br />noted above. There is a marshy area east of pond MB-5 at the old Bear Mine <br />reclaimed portal area. There appears to be stagnant/poor quality water standing <br />in this area, however, wildlife tracks were abundant in the standing water <br />8 <br />
